Apply for a Learner's Driving License.Edit
Private car and light goods vehicle
- Complete an application form TD555 ; and
- Submit it to any licensing office.
Motor cycle (first time application)
- Enroll with a designated driving school for a mandatory training course to acquire the basic knowledge and skills to manoeuvre a motor cycle;
- Take the written test and the Competence Test (Part B Test);
- To apply for a motor cycle learner's driving license within two years after passing the Competence Test (Part B Test);
- Complete an application form TD555 ; and
- Submit it to any licensing office.
Motor cycle (re-application)
- Complete an application form TD555 ; and
- Submit it to any licensing office.
Commercial vehicles (including articulated vehicle)
- Holding a valid full driving license to drive a private car or light goods vehicle for at least 3 years immediately preceding his application, or holding a valid full driving license issued after the completion of probationary driving period to drive a private car or light goods vehicle for at least 2 years immediately preceding his application;
- Complete an application form TD556;
- For articulated vehicle, an applicant has to hold a valid full driving license for medium goods vehicles or heavy goods vehicles (depending on the vehicles permitted goods combined weight); and
- Send the application by post to Transport Department, P. O. Box No. 79, Shatin Central Post Office.

Make a Driving Test appointment.Edit
For driving tests of private car and light goods vehicle
- Complete an application form TD82; and
- Submit it to Hong Kong Licensing Office or Kowloon Licensing Office
For driving tests of motor cycle
- Enroll with a designated driving school for a mandatory training course for acquiring the basic knowledge and skills to manoeuvre a motor cycle. Upon completion of the course, the school will arrange the written test (Part A Test) and Competence Test (Part B Test) for its students;
- After passing the Competence Test (Part B Test), you can make a road test (Part C Test) appointment either by yourself or through a designated driving school; and
- If you wish to apply for the appointment by yourself, you should inform the driving school of your intention and a road test appointment will then be sent to you direct by Transport Department by post.
For driving tests of commercial vehicles (including articulated vehicle)
- You may submit the application for driving test of commercial vehicles at the time when you apply for a learner's driving license for commercial vehicles;
- Complete an application form TD321; and
- Submit it by post to Transport Department, P. O. Box No. 79, Shatin Central Post Office.

Take a Driving Test.Edit
- The driving tests for various vehicle classes are different. You must pass all parts of a driving test before you are eligible to apply for a full driving license (except for motor cycle, motor tricycle, private car and light goods vehicle).
- Driving test requirements for various vehicle classes are set out below:-
- Private car:
- Written test (Part A Test) on the Road Users' Code; and
- Road test (Part B Test and Part C Test).
- Light goods vehicle
- Written test (Part A Test) on the Road Users' Code; and
- Road test (Part B Test and Part C Test).
- Motor cycle
- Written test (Part A Test) on the Road Users' Code;
- Competence test (Part B Test) arranged by the designated driving school; and
- Road test (Part C Test).
- Taxi
- Written test on the Road Users' Code, knowledge on locations of Hong Kong and general legal requirements relating to taxi operation.
- Other vehicle classes
- Road test
- Private car:
- Once you have passed the written test (Part A Test), you will not be required to take the same test again when you apply for the license of other classes of vehicle; and
- If you enroll with a designated driving school established in accordance with the Road Traffic Ordinance (Cap.374), you are required to comply with the school regulations and pass the tests arranged by the school.
Apply for Probationary Driving License.Edit

Applying for a Learner's Driving LicenseEdit
- Hong Kong Identity Card for Hong Kong residents, while relevant passport or travel document for non-Hong Kong residents;
- Address proof (residential address and correspondence address) issued within the last 3 months (e.g. water/electricity/gas/mobile phone bill or bank correspondence);
- Medical examination report form TD256 duly completed by a registered medical practitioner (only for applicants aged 70 or above);
- Competence Test (Part B) Pass Certificate (for first time application for motor cycle only);
- Road Test (Part C) appointment letter (for re-application for motor cycle only); and
- Required fee (you may make enquiries at the enquiry counters of licensing offices or through 1823 Call Centre, refer to the licence fees table (TD341) at the licensing offices, or visit Transport Departure.

- Age 18 or above; and
- Physically fit to drive
- Pass the relevant driving test.
Commercial VehiclesEdit
- Age 21 or above;
- Physically fit to drive
- Holding a valid full driving license to drive a private car or light goods vehicle for at least 3 years immediately preceding his application, or
- Holding a valid full driving license issued after the completion of probationary driving period to drive a private car or light goods vehicle for at least 2 years immediately preceding his application;
- Have not been convicted of Section 36 (Causing death by dangerous driving), Section 36A (Causing grievous bodily harm by dangerous driving), Section 39 (Driving a motor vehicle under influence of the drink or drugs), Section 39A (Driving, attempting to drive or being in charge of a motor vehicle with alcohol concentration above prescribed limit), Section 39B (Screening breath tests), Section 39C (Provision of specimens for analysis), Section 39J (Driving motor vehicle without proper control under influence of specified illicit drug), Section 39K (Driving motor vehicle with any concentration of specified illicit drug), Section 39L (Driving motor vehicle without proper control under influence of drug other than specified illicit drug), Section 39O(1) (Failure to undergo preliminary drug test) or Section 39S (Failure to provide specimen of blood or urine) of the Road Traffic Ordinance (Cap. 374) during the 5 years preceding the application; and
- According to regulations 11 and 15 of the Road Traffic (Driving Licenses) Regulations, Cap.374B, applicant for full driving license to drive a vehicle of commercial class(es) must be the holder of a Hong Kong Permanent Identity Card, or the holder of a Hong Kong Identity Card (other than a Hong Kong Permanent Identity Card) and is not subject to any condition of stay other than a limit of stay as defined in section 2(1) of the Immigration Ordinance (Cap.115). Applicant is required to produce relevant document of identity for verification.
- Pass the relevant driving test as appropriate.
Articulated VehicleEdit
- In addition to requirements for commercial vehicles, an applicant has to hold a valid full driving license for medium goods vehicles or heavy goods vehicles (depending on the vehicle's permitted gross combined weight).
Special Purpose VehicleEdit
- In addition to requirements for commercial vehicles, an applicant has to hold a full driving license which entitles him to drive a vehicle of the same gross vehicle weight as that of the special purpose vehicle under application.
Additional Requirement for Applicants Aged 70 or AboveEdit
- For those aged 70 or above, they are required to produce a form TD256 titled "Medical examination for an applicant of 70 years of age or above for a full or learner's driving license". That should be completed by a registered medical practitioner and the issuing date must not exceed 4 months on the date of application. The form can be obtained from any Licensing Office or the Transport Department's website.
