Himachal Pradesh - Permanent Vehicle (Car, Bike, Motorcycle) Registration

ProcedureEdit

Permanent registration is required for those vehicles which got registered temporarily.

Apply In-Person :

  1. To register a vehicle (Car, Bike, motorcycle) permanently in Himachal Pradesh the applicant has to approach the RTO office to which his area belongs to. Following link can provide you information related to the list of RTO office : RTO Office
  2. Application in HP CMV FORM 20 is required. Application forms can be obtained from the following link : Form 20
  3. Please make sure you have all the documents that are listed down the “Required Document” section of this page.
  4. Application forms can also be obtained from the appropriate RTO offices that can be completed and presented with appropriate fees.
  5. Present the completed application forms along with documents in one of the counter and pay the appropriate fee where the officials would start processing your application.
  6. Pencil tracing of engine chassis number is the activity to record the chassis number against the registration number in the RTO register
  7. Authorities will inspect the vehicle and announce the registration number
  8. Applicant can collect the registration certificate RC by same day evening.

Apply online:

  1. Visit the following official portal: online portal.
  2. Now a new page will open, select the state from the menu of the search box.
  3. After selecting the state, click on “vehicle related services” in the main menu.
  4. Now open the required application instruction and click the “continue” button.
  5. Enter driving licence number and birth date and click on “get details”. It will show the driving licence details.
  6. Now, click on the “process” button to proceed further.
  7. Select services section to upload required documents.
  8. Select the “Fee Payment” and click on “Next” to continue for fee payment.
  9. The applicant will also get the appointment date for visiting the RTO office to process the application.
  10. Take the printout of the application form including the Acknowledgement form and go to the RTO office before 11:30 a.m. and submit the application to the RTO official.
  11. Collect the license from the RTO office in a stipulated period of time.



Apply through Centres:

  1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
  2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
  3. An application form can be obtained through the kiosk operator upon visiting the centre.
  4. It is advised to take the documents in original to the kiosk for scanning purposes.
  5. The operator will process the application online.
  6. On successful submission, the applicant will receive an application number as acknowledgement.
  7. Pay the fee as given in the “Fees” section of this page and collect the receipt.
  8. After the application form is processed, an enquiry officer will make a thorough verification regarding the documents submitted along with the form.
  9. Collect the acknowledgment slip after submitting the form.
  10. The applicant will get the certificate in a stipulated period of time.

  2. Customs Clearance Certificate in the case of Imported Vehicles.
  3. Appropriate Fee as specified in Rule 81 of CMV Rules.
  4. Income Tax clearance certificate in form 60 or a declaration
  5. Sales certificate in Form 21
  6. Road worthiness certificate in Form 22 from the manufacturers ( Form 22A from the Body builder, if the vehicle is fabricated externally)
  7. Valid Insurance Certificate
  8. Proof of Address
  9. Aadhaar Card
  10. Pollution Under control Certificate.
  11. Original Sales Certificate from the concerned Authorities in Form 21 in the case of Ex_Army Vehicle.
  12. Pan card
  13. Passport size photos 3 copies.
  14. Temporary Registration Certificate for temporarily registered vehicles.

No person shall drive any Motor Vehicle and no owner of Motor Vehicle shall cause or permit the vehicle to be driven in any public place or any other place, unless the vehicle is registered.

Need for the DocumentEdit

  1. All the vehicles need to be registered as per the Motor Vehicle Act, 1988. The vehicles are provided with unique registration number. Once the vehicle is registered, a certificate is issued to the owner.
  2. The registration certificate is used as a proof for authorized owner of the vehicle.
  3. Permanent registration is required for the Temporary registered Vehicle.
  4. Vehicle registration's purpose is to establish clear ownership and to tax motorist or vehicle owners. It is a requirement by the state.
  5. After one registers his / her vehicle – He / She will receive a unique number to use it in number board.
  6. When a bike owned by an individual sold to another person – the name transfer has to be made with the authorities concerned
