- Here are the steps on how you can apply for Guam Small Business Pandemic Assistance Grant. Applications are accepted via email to [email protected] beginning May 19, 2020.
- Before you begin your application please check this link first to see if your business is eligible for the grant Small Business Info. Enter your business name, email address, contact details and your estimated 2019 revenue and then click "SEND."
- Next, download the grant application form. The form is available at Guam Economic Development Authority's (GEDA) website - click LINK. In case you are unable to access GEDA's electronic services, you can visit the GEDA office located on the 5th floor of the ITC building in Tamuning to pick up an application and information about the program. Note: All individuals visiting the office are required to obey all social distancing and safety requirements as indicated.
- Submit the completed forms and all required documents via email to [email protected].
- After receiving your application package you will be issued a grant application number.
- All applications with complete attachments will be issued a Notice of Grant Application Status via mail. If incomplete, a GEDA grant manager will contact you by phone or email to inform you of your pending documents.
- Grant reviews are expected to take no longer than 5 working days after submission of completed application.
- Result of review:
- Approved: Once GEDA approves an application, documents will be prepared to provide notice of approval to the Department of Administration (DOA) to begin the process of printing and dispensing grant awards. You will receive your grant via check issued by the Guam DOA.
- Denied: If the GEDA deems that your business is ineligible to receive grant funds based on the information provided in the application, you will be issued a written notice detailing all the reasons why your application is denied. The notice will also contain steps that you might want to take to have have application reconsidered for funding.

- A copy of the current Guam Business License*
- FORM SW-2 (Employer Quarterly State Wage report) *Only for AGR above $1.5 million
- GRT filings from March 2019 to April 2020 (Stamped copies or E-filing copies are acceptable)
- For businesses that started operation on or after April 1, 2019, the GRT filings as of the first GRT filing month through April 2020 is required.
Note: *Business licenses expiring in March, April, May, and June 2020 will be extended through July 31, 2020.

EligibilityEdit
You may apply for the grant if your business:
- Maintains a current Guam Business License[Note 1]
- Files income taxes on Guam
- Was in operation on or before October 1, 2019
- Have experienced business interruption as defined above.
Entities that are INELIGIBLE to receive the grant:
- Non-profit organizations
- Landlords
- Businesses solely involving in passive investments
- Shell companies
Note:
- Business licenses expiring in March, April, May and June 2020 will be extended through July 31, 2020.
- All businesses must wholly satisfy every eligibility requirement.
- Eligibility is subject to review by the GEDA.

Processing TimeEdit
- After receiving your complete application package you will be issued an application number. It might take GEDA two business days or longer depending on the number of application they are currently processing to issue your application number.
- It will take about 5 working days to process and review your application.

The Coronavirus Relief Funds Program was created following the enactment of the Coronavirus Aid, Relief, and Economic Security (CARES) Act on March 27, 2020. As a result, Guam received $117.9 million in Coronavirus Relief Funds, $20 million of which was set aside by the Leon Guerrero Tenorio Administration to be used as direct assistance to small businesses experiencing business interruption due to the COVID-19 pandemic. The program is administered by the Guam Economic Development Authority.
For your Guam business to be considered as 'SMALL BUSINESS' it must have gross receipts from month ending March 2019 through February 2020 of up to One Million Five Hundred Thousand Dollars ($1,500,000). This is according to the U.S. Small Business Administration (SBA) Table of Small Business Size Standards Match to North American Industry Classification System Code.
Business Interruption is the reduction in gross receipts of 25% or more between the month ending April 2020 and the average monthly Annual or Annualized (if actual months operations is less than 12 months) gross receipts between the months ending March 2019 through February 2020.
DEADLINE: The deadline for the grant is December 30, 2020 and is subject to the availability of funds.
Award Amount: Total award amount is based on grant calculation. The ceiling amount for the grant is $50,000 per business. Grant awards cannot exceed the grant amounts per bracket as shown in the Grant Table.

- You do not need to repay the grant. However, if it is determined that a business utilized funds to reimburse ineligible expenses, the business will be required to pay back the monies used.
- All businesses are also required to maintain records or receipts for all expenses paid utilizing grant funds for audit purposes
- The program was created to provide funds to be used to reimburse costs of business interruption as a result of COVID-19. Businesses must take care that they use grant funds ONLY for costs associated with business interruption due to COVID-19. This means that they may use the funds to reimburse business costs, such as payroll, personnel benefits, rent/mortgage payments, vendor payments and others during the public health emergency declaration’s efforts to halt the spread of COVID-19. Funds may not be used for any other purpose, example: buying new equipment.
- All applicants are required to sign a self-certification form that provides more information on allowable expenses. Businesses that receive grant funds can contact the GEDA if they have questions if specific costs may be covered with grant funds.
