Apply In-Person:
- In general for one to Obtain Water Use Permit or License for Dam one need to approach the Ghana Head Office Water Resources Commission contact link
- Applicant must obtain the application form from this link
- Applicant must provide all the necessary information in the application form.
- The applicant has to make sure he or she has all the required documents that are required for this process to be successful and they can be found under the "Required Documents" section of this page.
- Payment of appropriate fees should be made and that can be found under the "Fees" section of this page.
- Applicant then is required to purchase application form at a rate that may be determined by the WRC branch office within the district where the service is required.
- Read carefully through the application form as it contains different section, if you encounter any difficult, please ask for assistance from the supporting staff.
- Pick the control ticket service number and wait for your ticket number to be called.
- Submit the completed form along with the supporting documents (listed below) to the attending staff for verification and processing.
- After logging the applicant application, inspectors from the WRC, will visit the applicant’s (your) premises within 5 working days to survey and determine the feasibility after which the applicant will be advised on the finding report.
- Where the connection is feasible, the Company's Connection Team shall determine the nearest point of connection to the service mains and provide the applicant with an estimate of the cost of connection.
- Depending on the quoted costs, applicant will be required to proceed and make payments at the WRC office, where the applicant will be issued with a receipt. Then, the license is issued in 2 months.

EligibilityEdit
Individuals, institutions, companies, NGO’s and agencies who are required to apply for a Water Use Permit/Water Rights include those who:
- Own their water supply such as mineral water producers, breweries, fruit juice and soft drink factories, textile and paper factories, hospitals, security agencies, schools, faith based organizations and farmers.
- Use motorized water pumps, which temporarily or permanently, pumps from a river/ stream or underground (well and borehole).
- Construct weirs, dams, tanks or other works capable of diverting or impounding water inflow or more than 5 liters per second (432 cubic meters in any period of 24 hours).

- The administrative fee is GH¢ 1,500.00 and it is non-refundable.

Water Resources Commission (WRC) Act, (Act 522 of 1996)
- Water Use Regulations, Legislative Instrument (LI 1692 of 2001) for the administration and issuance of Water Use Permits to regulate water abstraction and control pollution.
- Drilling Licence and Groundwater Development Regulations (LI 1827 of 2006) to licence water drilling companies and regulate the development of groundwater resources.
- Dam Safety Regulations (LI 2236 of 2016) for regulating dam design, construction, operations, maintenance, and decommissioning to ensure uniform and adequate level of safety for all dams.

- Section 12 of Act 522 stipulates that“the property in and control of all water resources are vested in the President for and on behalf of, and in trust for the people of Ghana”.
- There is therefore no private ownership of water in Ghana. However, the President, or anyone so authorized, may grant rights for water use.
- Act 522 recognizes all existing uses of water prior to the enactment of the Act. However, all existing claims to water uses not submitted to the Commission within twelve months after the Act came into force are now extinguished.
