Procedure

Apply In-Person:

1. To Apply for Permit or License for Drilling of wells in Ghana, the applicant has to approach the NPA office in Ghana Contact link
2. Applicants approach the NPA office and applicants can get their application form.
3. Applicant has to enter all the information in the application form.
4. Applicant must make sure to carry both photocopies and originals of all documents are necessary for completing this procedure.
5. Applicant must make sure to carry all the necessary documents that are mentioned under “Required Documents” section of this page. (Both photocopies and originals)
6. Payment of appropriate fees should be made and that can be found under the "Fees" section of this page.
7. Submit the completed form in two copies along with the supporting documents to the respective office.
8. This application will be processed and information will be verified by the NPA.
9. If the verification is successful, the notification will be sent to the applicant.
10. The applicant after seeing the notification can go to the NPA office and applicant get the certificate.
11. Generally, the processing time for this procedure takes 30 to 45 days.

• Duly filled application forms and related documents should be comb bound and three copies submitted.
• Cover letter (applicant)
• Certified of incorporation
• Certificate to commence business
• Company regulations (company code)
• Letter from register general with form 20 and 21 attached
• Audited financial reports
• Valid SSNIT clearance certificate (applicant)
• Form of the Land in which the well exists (Available in the Directorate of Land and Survey Records Office)
• If applicant is not the owner of the land in which the well exists, then an NOC or a Power of Attorney from the owner of the land along with the ID Proofs on a stamp paper is necessary.
• List of equipment: (indicate whether owned or hired) Specify and include as Annex 1
• List of key personnel (including field personnel of each drilling crew) Specify and include as Annex 2
• List of projects carried out in the last 5 years: Specify and include as Annex 3

Eligibility

• A citizen of Ghana or
• A body corporate registered under the Companies Code, 1963 (Act 179) or
• A partnership registered under the Incorporated Private Partnerships Act, 1962 (Act 152) or
• A foreign individual or foreign company in a registered joint venture relationship with a citizen of Ghana or a Ghanaian company.

Fees

• GHS Cedi 5,000,000 to cover the prescribed fee for this application.

Validity

• License validity is for 2 year and this license is renewable annually.

As a Regulator, the Authority ensures that the industry remains efficient, profitable, fair, and at the same time, ensuring that consumers receive value for money.

Need for the Document

• Any person, who undertakes in the drilling, construction or reconstruction of a water or geothermal well, needs a well driller’s license.
• Holders of a well driller’s license must be employed by a company that has a well contractor’s license.

Information which might help

• A person who carries out or allows the carrying out of well drilling activity for the abstraction of water without a license from the Commission commits an offence and is liable on summary conviction to a fine of not more than two hundred penalty units or imprisonment for a term of not more than twelve months or to both.
• (2) A licence holder who conducts drilling activities contrary to the conditions of the licence commits an offence and is liable on summary conviction to a fine of not more than two hundred and fifty penalty units or imprisonment for a term of not more than two years or to both.
