Apply In-Person:

  1. To apply for Liquefied Petroleum Gas (LPG) Construction Permit or License, the applicant has to approach the National Petroleum Authority (NPA) in Ghana Contact link
  2. Applicant has to approach the NPA office and the applicants can get their application form.
  3. Applicant has to enter all the information in the application form.
  4. Applicant must make sure to carry both photocopies and originals of all the documents are necessary for completing this procedure.
  5. Applicant must make sure to carry all the necessary documents that are mentioned under “Required Documents” section of this page. (Both photocopies and originals)
  6. Submit the completed form in two copies along with the supporting documents to the respective office.
  7. This is followed by verification of Liquefied Petroleum Gas (LPG) Construction License by the Licensing officer from the licensing Authority.
  8. Recommendations based in findings of the investigation will be made to the NPA for the final approval.
  9. At this point, the applicant is notified if the applicant has been successfully accepted to the licensing authority or which rectifications have to be made in order for Liquefied Petroleum Gas (LPG) Construction License to be licensed.
  10. Upon a successful approval, the applicant is notified and he/she will be required to pay the license fee to the licensing Authority and submit the receipt as a proof of payment.
  11. A fee for this procedure is has to be paid as per as the authority’s request.
  12. Once the licensing process is done and a licensing authority is satisfied from the plans, descriptions or other information furnished under the Rules that the manner Liquefied Petroleum Gas (LPG) Construction License spirit proposed by an applicant for a license is safe and suitable, it may grant to the applicant a license of the kind applied for.
  13. Generally, the processing time for this procedure takes 30 days.

REQUIREMENTS FOR A LICENCE TO BLEND (CONTRACT) AND MARKET LUBRICANTS

  • Company registration documents indicating evidence of local participation i.e. at least 50% shares to be held by Ghanaian citizens.
  • A detailed description of the proposal stating clearly:
    • Grades / types of products intended to be blended
    • Proposed trademarks/brand names of products
    • Brief description of marketing and distributing structures
  • The minimum specifications of Base Oil and Additives
  • List of additives indicating purpose/function of each
  • Material Safety data sheets of additives
  • Memorandum of Understanding (MOU) between Applicant Company and Lube Manufacturing Company that will be contracted to blend the lubricants.

As a Regulator, the Authority ensures that the industry remains efficient, profitable, fair, and at the same time, ensuring that consumers receive value for money.

Need for the DocumentEdit

  • A provisional licence will initially be granted and issued to all applicant companies requiring Petroleum Product bulk consumer Licences.  Under this licence, applicant companies cannot lift products directly from the Tema Oil Refinery, the depots or any other refinery except through the sponsoring Oil Marketing Company/LPG Marketing Company.
