Apply In-Person:
- To obtain license for Production of Natural Gas from Energy Commission in Ghana, the applicant has to approach the Ghana Electricity Commission office contact link
- Applicants can obtain the application form from the Ghana Electricity Authority office.
- Applicant has to enter all the information in the application form.
- An applicant shall submit a signed application letter addressed to the Executive Secretary of the Commission.
- Documents that are needed for this procedure are mentioned under “Required Documents” section of this page.
- Applicants shall provide one (1) hard copy and a softcopy of the following exhibits as separate attachments, clearly labelled and all pages sequentially numbered and initialled,
- Original application form signed by a Principal Officer (reference schedule 1-Application Form A and Form B), with a signed declaration/disclosure statement by each Director/Principal Shareholder of the company relating to any liabilities or investigations affecting their suitability as a Director/Shareholder of a licensed company.
- Evidence that the applicant has registered with the Registrar General’s Department. Exhibits required include:
- Certificate of Registration
- Certificate to Commence Business
- For Liability Companies; names, titles, nationalities, addresses and telephone numbers of the Company’s registered Directors or/and Company Secretary (where applicable), with at least one (1) Director being a citizen of Ghana, and also one (1) Director being resident in Ghana.
- Details of ownership as in Form C (Schedule I), and diagram of corporate structure (where applicable) including;
- A list and description of all existing, pending or past rulings, judgments, contingent liabilities, revocation of authority, regulatory investigations, or any other matter that could adversely impact the applicant’s financial or operational status or ability to provide the services it is seeking to be certified to provide
- A statement whether the applicant or any of his associates, or partners, or promoters, or Directors was ever refused license or had license cancelled, and if so, the particulars of such application, date of making the application, date of order refusing or cancelling license and reasons for such refusal or cancellation.
- Each partner, director or major shareholder (with any share ownership) is required to provide a declaration/disclosure statement (Ref: Exhibit B1) relating to any existing, pending or past rulings, judgments, contingent liabilities, revocation of authority, regulatory investigations, or any other matter that could adversely impact the applicant’s financial or operational status or ability to provide the services it is seeking to be certified to provide.
- Information on cross-ownership and ring-fencing. This should outline the following:
- Details of cross-ownership in other businesses by shareholding.
- The basis on which services and resources will be transacted between relevant operating areas of the applicants, or the applicant and its other related entities.
- In the case of applicants that are wholly owned subsidiaries, information on proposed audit arrangements should be provided and also stated whether separate reports for the licensee and its parent company (if applicable) are to be prepared and made publicly available.
- “Local Content and Local Participation” A plan detailing (a) the role and responsibilities of the indigenous Ghanaian; (b) the equity participation of the indigenous Ghanaian; and all other shareholders and (c) the strategy for the transfer of technology and know-how to the indigenous Ghanaian company.
- Applicants shall attach receipt confirming the payment of the prescribed licence application fee and that can be found under the "Fees" section of this page.
- The submitted details will be verified by respective receiving authority. If all the details and documents are in place, application will be accepted.
- Applicant will get a receipt as acknowledgement for the submission of application.
- This application will be processed by the respective department.
- Applicant gets notification about the issuance.
- After seeing this notification, applicants must go to the respective office and the applicants get their license.
- The Processing time for this procedure is 1 month.

- Copies of the applicant's financial arrangements to conduct electricity business as a business activity (e.g., guarantees, bank commitments, contractual arrangements, credit agreements, etc.).
- Two years of forecasted financial statements (balance sheet, income statement, and cash flow statement)
- Fire Certificate
- Evidence that the applicant has the capacity to comply with the license conditions, codes and guidelines relevant to its application
- Passport size picture (write your name and phone number behind picture)
- Original copy of pay-in slip to the form
- Proof of identity (citizen card/ driving license/ passport /if any)

- EPC is the Engineering and Procurement Contract
- Initial Licence Fee: This is a one-time payment fee for a new license for construction of a facility
- Annual License Fee: This is an annual payment for the maintenance of valid existing licenses
- Amendment Fee of 50% of the Application fee shall be charged.

Need for the DocumentEdit
- Facilities meant for importation, transport, storage, refining and testing of petroleum products requires license in Form of Petroleum Rules, 2002 is required to be obtained in respect of all such facilities. Such licenses are issued by the Petroleum and Explosives Safety Organization (PESO), Department of petroleum, Government of Ghana.

The Commission shall issue a license if it is satisfied that:
- The applicant is suitable to hold the license applied for.
- In the case of an electricity generation license, the proposed generating plant meets an established power demand, has been procured through a competitive bidding process and meets the requirements specified by the Commission to supply electricity safely and efficiently.
- For a distribution license – the proposed network has the necessary characteristics and integrity to distribute electricity to consumers efficiently.
- For an electricity sale license - the applicant has the financial capability to operate a sales license and can meet all other obligations specified by the Commission.
- For an electricity export license – the applicant can meet all domestic obligations.
- For an electricity import license- the applicant shall be an Electricity Generator, Distribution Company, Bulk Customer or Brokerage licensed by the Energy Commission and
- For an electricity brokerage license – the applicant has the financial capability to operate an electricity brokerage.
