Procedure

Apply In-Person:

1. To Apply for Bulk Distributing Company License, the applicant must go to the Ghana National Petroleum Authority (NPA) Contact link
2. Then applicants can get their application form for Bulk Distributing Company License.
3. Applicant has to enter all the information in the application form.
4. Applicant must make sure to carry all the necessary documents that are mentioned under “Required Documents” section of this page. (Both photocopies and originals)
5. Payment of appropriate fees should be made and that can be found under the "Fees" section of this page.
6. Applicant should attach photocopies of documents (whichever is necessary) along with the applicant from while submitting it at the office.
7. Submit the completed forms along with the supporting documents at the respective office for verification and processing.
8. This application will be processed and the information will be verified by the NPA.
9. If the verification is successful, the notification will be sent to the applicant.
10. After seeing this notification, the applicant must go to the NPA office and the applicant can get their certificate.
11. The processing time for this procedure takes 30 days.

• Company Regulations
• Forms 3& 4 from the Registrar General’s Department
• Tax Clearance Certificate and
• Annual Returns as filed at the Registrar General’s Department (where applicable).
• A comprehensive Business Plan for a minimum of five (5) years detailing the following
• Evidence of local partnership i.e. at least 51% shares to be held by Ghanaian citizens.

Eligibility

• A citizen of Ghana or
• A body corporate registered under the Companies Code, 1963 (Act 179) or
• A partnership registered under the Incorporated Private Partnerships Act, 1962 (Act 152) or
• A foreign individual or foreign company in a registered joint venture relationship with a citizen of Ghana or a Ghanaian company.

Fees

• The fee for acquiring a BDC license is GHS 750, 000.00 and a processing fee of GHS 37, 500.00.

Validity

• License validity is for 1 year and this license is renewable annually.

• The National Petroleum Authority was established by an Act of Parliament (NPA Act 2005, ACT 691) to regulate the petroleum downstream industry in Ghana. As a Regulator, the Authority ensures that the industry remains efficient, profitable, fair, and at the same time, ensuring that consumers receive value for money.
• The NATIONAL PETROLEUM AUTHORITY wishes to inform the general public, and in particular those who intend to obtain a Bulk Import, Distributing and Export Company Licence of the following requirements for obtaining the licence.

Need for the Document

• This document authorizes a person to engage business of bulk distributing marketing in accordance act 2005, (act 691) with the conditions of the license.
• A person shall not engage business of bulk distributing marketing unless with permission from the commissioner for petroleum.

• The National Petroleum Authority wishes to inform the general public, specifically, those who intend to be, or are already service providers in the petroleum the downstream sector, on provisions under the national petroleum authority act 2005, (act 691) and the requirements for obtaining a license.
• A person shall not engage in a business or commercial activity in the petroleum downstream industry unless that person has been granted a license for that purpose by the Authority.
