Procedure

Apply In-Person:

1. To Apply for Petroleum Product Bunkering License (Onshore), the applicant has to approach the National Petroleum Authority (NPA) in Ghana Contact link
2. Applicant has to approach the NPA office and the applicants can get their application form.
3. Applicant has to enter all the information in the application form.
4. Applicant must make sure to carry both photocopies and originals of all the documents are necessary for completing this procedure.
5. Applicant must make sure to carry all the necessary documents that are mentioned under “Required Documents” section of this page. (Both photocopies and originals)
6. Submit the completed form in two copies along with the supporting documents to the respective office.
7. This is followed by verification of Petroleum Product Bunkering License (Onshore) by the Licensing officer from the licensing Authority.
8. Recommendations based in findings of the investigation will be made to the NPA for the final approval.
9. At this point, the applicant is notified if the applicant has been successfully accepted to licensing authority or which rectifications have to be made in order for Petroleum Product Bunkering License (Onshore) to be licensed.
10. Upon a successful approval, the applicant is notified and he/she will be required to pay the license fee to the licensing Authority and submit the receipt as a proof of payment and that can be found under the "Fees" section of this page.
11. Once the licensing process is done and a licensing authority is satisfied from the plans, descriptions or other information furnished under the Rules that the manner Petroleum Product Bunkering License (Onshore) spirit proposed by an applicant for a license is safe and suitable, it may grant to the applicant a license of the kind applied for.
12. Generally, the processing time for this procedure takes 30 days.

• An official application of intention to bunker ocean going vessels, trawlers and fishing vessels.
• Evidence that applicant Company is an Oil Marketing Company (OMC) or an
• Organization with established competence recognized by the Authority or oil trader of International repute and licensed by the Authority.
• An Environmental Permit from the Environmental Protection Agency (EPA).
• Certificate of Incorporation
• Certificate to Commence Business
• Companies Regulations 8 to 82.
• Evidence of local participation i.e. at least 50% shares to be held by Ghanaian citizens
• Detailed Business Plan.
• Evidence of Agreement/Memorandum of Understanding (MOU) between the Supplier of the petroleum products and the Company
• A letter of consent from the Ghana Ports and Harbours Authority

Eligibility

• A citizen of Ghana or
• A body corporate registered under the Companies Code, 1963 (Act 179) or
• A partnership registered under the Incorporated Private Partnerships Act, 1962 (Act 152) or
• A foreign individual or foreign company in a registered joint venture relationship with a citizen of Ghana or a Ghanaian company.

Fees

• The fee for acquiring a license is GHS 750, 000.00 and a processing fee of GHS 37, 500.00.

Validity

• License validity is for 1 year and this license is renewable annually.

As a Regulator, the Authority ensures that the industry remains efficient, profitable, fair, and at the same time, ensuring that consumers receive value for money.

Need for the Document

• This document authorizes a person to engage business of Petroleum Product Bunkering (Onshore) in accordance act 2005, (act 691) with the conditions of the license.
• A person shall not engage Petroleum Product Bunkering (Onshore) unless with permission from the commissioner for petroleum.
