Procedure

Apply In-Person:

1. To Apply for Petrol and Diesel License in Ghana, the applicant has to approach the National Petroleum Authority (NPA) office in Ghana Contact link
2. Applicants approach the NPA office and the applicants can get their application form for Liquefied Petroleum Gas (LPG) Construction Permit or License.
3. Applicant has to enter all the information in the application form.
4. Applicant must make sure to carry all the necessary documents that are mentioned under “Required Documents” section of this page. (Both photocopies and originals)
5. Applicant should attach photocopies of documents (whichever is necessary) along with the applicant from while submitting it at the office.
6. Payment of appropriate fees should be made and that can be found under the "Fees" section of this page.
7. Submit the completed forms along with the supporting documents at the respective office for verification and processing.
8. This application will be processed and the information will be verified by the authority.
9. If the verification is successful, the notification will be sent to the applicant.
10. The applicant after seeing the notification can go to the respective office and the applicant get the certificate.
11. If there is no information regarding the application, then, the applicant can visit the office to know status of the application.
12. The license of permit will be issued within 30days.

Required Documents

• Company registration documents indicating evidence of local participation i.e. at least 50% shares to be held by Ghanaian citizens.
• Age proof - In order to give the correct proof of age, the applicant shall enclose a photocopy of the 10th mark sheet.
• Inspection certificate of the facilities by a recognized competent person
• No objection certificate of the tenant if storage is intended to be carried out on the land of tenant other than the applicant.
• Recent copy of Map along with Form-F of the land where business is intended to be carried out.
• Address Proof
• Proof of Identity
• The minimum specifications of Base Oil and Additives
• List of additives indicating purpose/function of each
• Passport size photo
• The copy of the property tax receipt if the building is owned by the applicant
• Material Safety data sheets of additives
• Memorandum of Understanding (MOU) between Applicant Company and Lube Manufacturing Company that will be contracted to blend the lubricants.

Eligibility

• A citizen of Ghana or
• A body corporate registered under the Companies Code, 1963 (Act 179) or
• A partnership registered under the Incorporated Private Partnerships Act, 1962 (Act 152) or
• A foreign individual or foreign company in a registered joint venture relationship with a citizen of Ghana or a Ghanaian company.

Fees

• The fee for this license is GHS 750, 000.00 and a processing fee of GHS 37, 500.00.

Validity

License validity is for 1 year and this license is renewable annually.

Need for the Document

• A provisional licence will initially be granted and issued to all the applicant companies requiring Petroleum and diesel Licences.  Under this licence, the applicant’s companies cannot lift products directly from the Tema Oil Refinery, the depots or any other refinery except through the sponsoring Oil Marketing Company/LPG Marketing Company.

• The National Petroleum Authority was established by an Act of Parliament (NPA Act 2005, ACT 691) to regulate the petroleum downstream industry in Ghana. As a Regulator, the Authority ensures that the industry remains efficient, profitable, fair, and at the same time, ensuring that consumers receive value for money.
• The National Petroleum Authority wishes to inform the general public, specifically, those who intend to be, or are already service providers in the petroleum the downstream sector, on provisions under the national petroleum authority act 2005, (act 691) and the requirements for obtaining a license.
• A person shall not engage in a business or commercial activity in the petroleum downstream industry unless that person has been granted a license for that purpose by the Authority.
