Procedure

Apply In-Person:

1. To Apply for License or Permit for Calibrating Companies in person, the applicant has to approach the National Petroleum Authority (NPA) in Ghana Contact link
2. Applicants approach the NPA office and applicants can get their application form.
3. Applicant must make sure to carry both photocopies and originals of all documents are necessary for completing this procedure.
4. Applicant must make sure to carry all the necessary documents that are mentioned under “Required Documents” section of this page. (Both photocopies and originals)
5. Payment of appropriate fees should be made and that can be found under the "Fees" section of this page.
6. Complete the application form and attach the documents (as required) with the completed application.
7. Then submit the application package to the relevant authority at the office. Pay the required amount of fees as directed by the officials.

9. After submission, the submitted applications and attached documents will put forth for verification and validation.
10. On checking and finding that the requirements have been furnished properly, the officials will proceed to perform further required actions.
11. An inspection will be conducted for verifying the business premises and analyzing the technical competence as well as financial capability.
12. Once all the necessary processes are over and the permit/license is ready for collection, you will be notified through phone or email and asked to collect the document.
13. Generally, the processing time for this procedure takes 30 to 45 days.

Required Documents

• Company’s business registration documents indicating evidence of local participation i.e. at least 50% shares to be held by Ghanaian citizens. The documents should include the following:
  • Certificate of Incorporation.
  • Certificate to Commence Business.
  • Company’s regulations code 8-82.
  • Detailed Business Plan - The business plan should indicate the calibration methods to be adopted, detailed description of the instrumentation and equipment to be used for the calibration, among others.
• Evidence that the Company has personnel with the relevant training and experience in the calibration of Petroleum Storage Tanks and Bulk Road Vehicles.
• Evidence of facility with all the requisite equipment e.g. proved tanks, flow meters etc.
• Environmental Permit issued by the Environmental Protection Agency.
• Fire Permit/Certificate issued by the Ghana National Fire Service.

Eligibility

• A citizen of Ghana or
• A body corporate registered under the Companies Code, 1963 (Act 179) or
• A partnership registered under the Incorporated Private Partnerships Act, 1962 (Act 152) or
• A foreign individual or foreign company in a registered joint venture relationship with a citizen of Ghana or a Ghanaian company.

Fees

• The fee for acquiring a license is GHS 750, 000.00 and a processing fee of GHS 37, 500.00.

Validity

• License validity is for 1 year and this license is renewable annually.

Need for the Document

• The National Petroleum Authority wishes to inform the general public, specifically, those who intend to be, or are already service providers in the petroleum the downstream sector, on provisions under the national petroleum authority act 2005, (act 691) and the requirements for obtaining a license.
• A person shall not engage in a business or commercial activity in the petroleum downstream industry unless that person has been granted a license for that purpose by the Authority.
