Procedure

1. Apply to obtain a Restricted Commercial Drivers License at any CSC location.
2. Applicants must submit documents that shows their identity, residential address, full social security number, U.S. citizenship or proof of lawful presence in the United States and other required documents.
3. Pay the fees.
4. Pass the vision exam.

Vision Exam

Your eyes will be tested by means of a mechanical device. The minimum acceptable vision is 20/60 in one eye, with or without corrective lenses, and a field of vision of, at least, 140 degrees. Upon failure of the field vision exam the applicant will be required to have a DS-274 completed by a licensed practitioner.

• The restricted CDL holder must also possess a valid Farm Related Services Waiver card while operating a commercial motor vehicle.
• Operation of a non-commercial vehicle is allowed during these times even if wavier has not been renewed.

Required Documents

• Any out-of-state driver's license/permit/ID cards must be surrendered.
• For those who have been previously issued a driver's license/permit/ID card in another state, and that card has been lost or stolen, you must provide a certified copy of your driving record or motor vehicle report from the state where the card was issued. The MVR must be dated within the last 30 days. The DDS does not accept uncertified copies printed from websites, but a fax may be sent to the DDS directly from the other state agency.
• All documents must be in English.

Validity

• Restricted Commercial Driver's license is valid for 5 years but limited to the seasonal period.
• The Farm Services Related Industries Waiver card will be issued for a continuous 180-day period and applicants are permitted to obtain one waiver card in any twelve (12) month period.

Conditions/Restrictions:

1. For those who would be applying for a license, you must have a good driving record in accordance with 49 CFR 383.3(f). Drivers who have not held any motor vehicle license for at least one year will not be eligible for this waiver. Drivers with more than two years of driving experience must meet the good driving record requirements for the two most recent years.
2. Restricted CDL holders are limited to operating Group B vehicles, as described in 49 CFR 383.
3. Restricted CDL holders may not drive vehicles carrying any placarded quantities of hazardous materials, except for diesel fuel in quantities of 1,000 gallons or less; liquid fertilizers (i.e. plant nutrients) in vehicles or implements of husbandry with total capacities of 3,000 gallons or less; and solid fertilizers (i.e. solid plant nutrients) that are not transported with organic substances.
4. Restricted CDL holders wishing to transport quantities of hazardous material that require placarding must obtain a Class B CDL which requires knowledge and skills testing and have a TSA background check.
5. Restricted CDL holders may not operate a commercial motor vehicle beyond 150 miles from the place of business or the farm currently being served.
