Ethiopia - Apply for Registration and Licensing to Practice Nursing (Midwife)

Apply in Person:

  1. For a nurse/midwife to practice in Ethiopia he or she should be licensed with the Ethiopian Food and Drug Authority (EFDA). It is the responsibility of the EFDA to ensure that all nurses that are within its jurisdiction meet a certain level of competence before starting their practice. Thus, licensing examination is administered to the health practitioner to ascertain that the applicant meets all qualifications. EFDA Contacts
  2. Nurses/midwives who wish to be entered into the EFDA Nursing/midwife roll/register are required to show that they have attained the required competency by Ministry standards.
    • Applicants should refer to the “Eligibility” section of this page to confirm eligibility and contact the EFDA to begin the registration process.
  3. Higher Education Institutions shall submit a list of potential candidates for all cadres/programs to the Health professionals’ competency assessment and licensure Directorate 90 days prior to the examination date.
  4. The directorate must forward registration numbers and admission slips for all institutions 45 days prior to the examination.
  5. The institutions shall communicate the updated list of candidates with the signed consent two weeks prior to the examination date and the updated list should be posted for candidates.
  6. The final updated list of candidates enrolled in the Health Professionals’ Competency Assessment and Licensure Exam (HPCALE) should be released on the official website of the ministry.
  7. After the establishment of an online registration system, potential candidates must process their applications individually. If the online system is not functional/inaccessible, the applicant can register for HPCALE either in person at the registration center/at local assessment centers.
  8. An applicant shall complete and submit the registration form based on the instruction provided by the registrar.
  9. A complete application shall be submitted with all required documents. The registrar will not take responsibility for an incomplete application.
  10. On receipt of the candidate's application and proof of payment, it will be reviewed by the registrar and the candidate will be issued with a registration number, which should be used in all future communication with the examination directorate.
  11. The registrar issues admission slips, examination schedules, and candidate manuals for registered applicants.
  12. International candidates shall obtain equivalence for their qualification from Higher Education Relevance and Quality Agency (HERQA/Ethiopia) or other respective authorities, the examination is taken twice a year.
  13. The registrar shall communicate the status of the candidate (PASS/FAIL) within 1-2 months after the completion of the HPCALE.
  14. A candidate who fails the examinations can apply three times (after the first attempt) for re-examination within two years, If the candidate couldn't pass the exam within two years, he/she must take additional training and must bring pieces of evidence from Higher Education Institutions regarding the additional training.
  15. Applicants collect all relevant application forms to be completed for Registration and Licensing to Practice Nursing/midwife with respect to the requirement from the relevant department.
  16. Carefully complete the forms with appropriate information under relevant sections. But don’t forget to attest the forms with your signature once completed, and attach all the documents listed in the “Required Documents” section.
  17. Then, submit the form to the registrar's office. Don’t forget to make the stipulated payment as directed by the officials.
  18. The registrar shall document candidates’ records, a list of simulated patients, a list of assessment centers, a list of assessors, a list of supervisors, a list of invigilators, a scoring sheet, and other relevant documents.
  19. Once the verification and validation processes are over and if the application is found sufficient, it will be approved and the officials will proceed to take the required steps to Register the beneficiary as per the category applied for and award him/her with the registration certificate and the practicing license.
  20. The applicant will be notified to collect his Registration Certificates and Practicing license via text or phone call. One is required to bring proof of identification when collecting the documents.

EligibilityEdit

  • Candidates from the institution and individual applicants must be enrolled in the final year of graduation.
  • An applicant educated in Ethiopia must obtain his/her undergraduate degree in Health professional programs from public and accredited private institutions.
  • Candidate must take the Health Professionals’ Competency Assessment and Licensure Exam (HPCALE), (first attempt) within two years after graduation.
  • If the candidate couldn’t take the exam within two years, he/she can take the competency exam. But if he/she passes the exam, the candidate must work under supervision (Refer to directive guild line)
  • International applicants must hold a first degree in any health professional program and be able to provide their authenticated documents from the Higher education relevance and Quality Agency (HERQA) or other respective authorities

ValidityEdit

  • The validity of the license/ registration certificate is three (03) years and shall be subjected to renewal and payment of an annual practice fee as may be prescribed by the EFDA, this should be submitted on time before the lapse of the current license, to allow enough time for the renewal due process to be completed.
