ProcedureEdit

1.) Prepare all the required documents needed for the exchange.

2.) The exchanged driving licence issued in a foreign country (an international driving licence included) is surrendered to the traffic register bureau.

3.) When replacing a driving licence issued in a foreign country (which has been lost, stolen or destroyed) by the one issued in Estonia or if it is suspected that the licence has not been lawfully issued, an inquiry is made in the country where the licence was issued.

Required DocumentsEdit

1.) A personal identification document and residence permit

2.) A valid health certificate of the driver. The health certificate need not be submitted if the health certificate data are valid in ARIS2 and the state of health of the driver has not changed or if the health certificate data are presented in an electronic form.

3.) An electronic photograph made in the traffic register bureau or a document photo and an electronic signature given in the bureau.

4.) The driving licence to be exchanged issued in a foreign country, the driving licence issued in a foreign country together with an International Driving Permit or the driving licence issued in a foreign country together with an International Driving Permit and the translation.

EligibilityEdit

A driving licence issued in a foreign country can be exchanged for that issued in Estonia by a person who has lived in Estonia for at least 185 days during the previous year and who has not been deprived of his or her driving licence or whose driving licence has not been declared invalid or whose driving rights have not been suspended either in the country where the driving licence was issued or in Estonia. The data of the population register certify the place of permanent residence.

InstructionsEdit

A driving licence issued in a member state of the EEC (EU member states, Norway and Iceland) as well as in the Swiss Confederation is exchanged without exams. In the case of a restricted driving licence issued in a foreign country (for example if it is a Learner Permit or a Provisional Licence in the UK and Ireland), which does not enable to exchange it for an equal licence, it is not exchanged.


A driving licence issued in a member state of the Vienna Convention of 1968 on road traffic (countries listed: http://live.unece.org/trans/conventn/legalinst_08_RTRSS_RT1968.html ) is exchanged without exams. The exchanged licence must conform to the requirements of the Convention, which are available: http://live.unece.org/fileadmin/DAM/trans/conventn/Conv_road_traffic_EN.pdf


The traffic register bureau has a right to demand the translation of the licence into Estonian (if the entries are not made on the basis of Latin alphabet or duplicated in the latter) or an International Driving Permit (if it is not possible to determine for which vehicle category the licence applies). Since 29.March 2011 licences must be issued in compliance with the obligatory requirements of the Convention specified in Annex 6, p.66: (http://live.unece.org/fileadmin/DAM/trans/conventn/Conv_road_traffic_EN.pdf).


In the case of a restricted the driving licence, for example if it is a learner`s licence (Provisional Licence, Learner Permit), a temporary licence (Probationary Licence) etc. which does not enable to issue an equal driving licence in Estonia, the driving licence can not be exchanged. A stolen or lost driving licence is not replaced.


A driving licence issued in a member state of the Geneva Convention of 1949 on road traffic (listed: http://live.unece.org/trans/conventn/legalinst_07_RTRSS_RT1949.html) is replaced after successful passage of the theory examination and the driving test. In addition to the domestic driving licence an International Driving Permit must be submitted. The traffic register bureau has a right to demand the translation of the domestic licence (if the entries are not made on the basis of Latin alphabet or duplicated in the latter)
