Procedure

Apply In-Person:

1. To Upgrade Downgrade Your Contractor Registration Category in person, the applicant has to approach the Ministry of Social Solidarity link
2. Applicants must obtain the application form from the relevant department.
3. Applicants should carefully read the application form, as all the required details must be filled in the form for submission.
4. The applicant make sure that the applicant has all the required documents that are required for this process to be successful, and they can be found under the "Required Documents" section of this page.
5. Applicants should attach photocopies of the relevant documents, as necessary, to the application form before submitting it at the office.
6. A fee for this procedure is has to be paid as per the authority’s request.
7. The application form must be completed and submitted to the authority, along with the necessary documents.
8. The Egyptian Contractors Union will review the application of the applicant to determine if they are eligible for an Upgrade or Downgrade.
9. If the applicant's application is approved, they will be notified of any changes to their Contractor Registration Category.
10. Finally, the applicant must update their registration documents to reflect their new contractor category.
11. Generally, the entire process can take between two and six weeks, depending on the complexity of the application and the speed of the issuing authority.

Apply Online:

1. The applicant must visit the Egyptian e-Service portal to verify their eligibility for an Upgrade/Downgrade link
2. Once the applicant has determined their eligibility, they should complete the Application for Upgrade/Downgrade form which can be found on the Egyptian e-Service portal.
3. The applicant must complete the online form, providing all the required information regarding their current contractor registration category and the desired upgrade/downgrade category.
4. The applicant must submit the completed form along with all the necessary documents (e.g., proof of qualification, financial documents, etc.) to the Egyptian Contractors Union.
5. The applicant must pay the necessary fees to submit an Upgrade/Downgrade application.
6. Once the fees have been paid, the applicant will receive a notification from the Egyptian Contractors Union confirming their application.
7. The Egyptian Contractors Union will review the application of the applicant to determine if they are eligible for an Upgrade or Downgrade.
8. If the applicant's application is approved, they will be notified of any changes to their Contractor Registration Category.
9. Finally, the applicant must update their registration documents to reflect their new contractor category.

Instructions

• A completed and signed application for Upgrade / Downgrade of Contractor Registration Category form (available from the Ministry of Housing, Utilities and Urban Communities (MHUUC).
• Submit his/her application to the authority, along with the required documents and the applicable fee.
• Wait for the response from the authority.
• If the applicant's application is approved, he/she will receive a new Contractor Registration Certificate reflecting his/her upgraded or downgraded category.
