Apply In-Person:
- To apply for licensing foreign owned vessels, the applicant must approach Egyptian Authority for Maritime Safety (EAFMS) contact link
- The applicant must collect and fill the required application form from the address mentioned above.
- The applicant must apply for a Foreign owned vessel license with Egyptian Authority for Maritime Safety (EAFMS) in the Department of Agriculture, Forestry, and Fisheries in Egypt.
- The applicant must get the Application for a foreign owned vessel license from the Egyptian Authority for Maritime Safety (EAFMS) Department of Agriculture, Forestry, and Fisheries Customer Service Centre in Cairo.
- Fill up the application according to the details mentioned in the “Required Information” section of this procedure.
- The applicant must attach an official letter from the flag state’s fisheries authority, acknowledging that:
- The vessel is allowed to operate in Egyptian waters
- The vessel has not been used in any illegal, unregulated and unreported (IUU) fishing activity
- The Egyptian fisheries authority will take responsibility for managing the vessel
- The Egyptian fisheries authority will take responsibility for reporting catches to Regional Fisheries Management Organisations (RFMOs); if required in terms of RFMOs all catch statistics of fish caught, whether within Egyptians EEZ (Exclusive economic zone) or on the high seas, will accrue to Egyptian for the duration of the charter agreement.
- The foreign owned vessel will operate under Egypt regulations and permit conditions.
- If the vessel is not the nominated vessel in terms of the rights allocation process then you must complete a vessel transfer application form.
- The applicant must then submit the application to the Egyptian Authority for Maritime Safety (EAFMS) in Department of Agriculture, Forestry and Fisheries.
- The applicant must also submit the documents mentioned in the “Required Documents” section of this procedure.
- The license will be issued within the stipulated processing period.

Required InformationEdit
- the name of the vessel
- the name and details of the vessel owner (including ownership shares if jointly owned with Nigerian citizens)
- the horsepower of the vessel
- the length and capacity of the vessel
- the registration number of the vessel
- flag state under which the vessel is currently registered (if chartered from or jointly owned with Egyptian citizens)
- a valid safety certificate from the flag state
- fishing sector in which the vessel will be deployed and the duration of the deployment
Need for the DocumentEdit
This application is required to license foreign owned vessels. Without license, the foreign vessel will not be allowed to travel in the sea.
