Procedure

Apply In-Person:

1. To Get License or Permit for Live Animals Business, the applicant must approach the MSD Animal Health Office Contact link
2. Applicant should obtain the application form from the authority.
3. Applicants should read carefully in the application form, after all the details must be filled in the application form.
4. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
5. Make sure that his/her have all the documents listed in the “Required Documents” section of this page.
6. Payment of appropriate fees should be made and that can be found under the "Fees" section of this page.
7. The exporter shall submit an application to the Commissioner for Animal Health requesting for a veterinary health certificate to export live animals at least 15 days prior to exportation.
8. The application will state the type, sex, number and age of the animals and their corresponding unique identification numbers/marks and the destination country and consignee. The application shall be attached with a copy of the export license
9. The exporter shall attach a copy of an Invoice which indicates the price of exported animals or Price list, Packing list, Air Waybill / Bill of Lading and any other relevant documents, to the application.
10. The Veterinary Inspector authorized by the Commissioner for Animal Health shall study the history and status of animal disease outbreaks in the premises of origin and surrounding areas, conduct physical and clinical examination and laboratory tests to ensure compliance with animal health requirement specified in the export Permit
11. In a case where the exported animals were vaccinated against or tested for any disease, the exporter shall present a vaccination certificate or other evidence to the certifying veterinary inspector to guide decision making and/or to record such information in an official veterinary health certificate.
12. Names of the exporter and a consignee at the country of destination must correspond to those written in all documents concerned, particularly in his/her passport or other official identification held.
13. Veterinary service office will issue a veterinary health certificate in duplicate, written in English, to accompany the exported animals to the country of destination.
14. For animals unaccompanied, one photocopy of the veterinary heath certificate shall be additionally attached to containers or crates of the exported animals.
15. For animals travelling with the owner as personal effects, an original copy of the veterinary health certificate shall be presented to the veterinary inspectors at the port of exit.
16. When the document is ready to be collected, the applicant will receive a formal notification from the office and the applicant can collect it by any applicable means.
17. The processing time for this procedure takes 90 days.

Eligibility

• Any person interested in exporting live animal and animal products he or she is required to obtain a Live Animal and Animal Products Export permit.

Fees

• Processing fees for this procedure is 10,000 non-refundable.
• A license fee for this procedure is 100,000 per year.

Validity

• A license issued under this ordinance is valid for one year and expire on 31 December every year.

Need for the Document

• The licensing system for live animals and animal products covers all animals and animal products, and is part of a broad and comprehensive effort to protect animal and human health.
• If the applicant wants to export live animals, animal products, infectious or contagious things into the Egypt, applicant must apply for a veterinary export permit from the Director of Animal Health. Applicant must obtain this permit before the animal or product is shipped from the exporting country.

• The licensing is not intended to restrict the quantity or value of imports. Rather, it is designed to assist in the regulation and monitoring of the movement of animals and animal products into Cambodia, in order to prevent the spread of animal infectious diseases and protect animal and human health, and to enforce veterinary rules on import, export, transit and transportation of animals and animal products from one place to another within the Kingdom of Cambodia. The importation of animals and animal products that contain infectious disease agents specified in the lists of animal infectious diseases is prohibited.
