Procedure

1. Download and fill up Application Form 28 with respect to the driver license which you would like to apply. Application forms can also be obtained from the RTO Offices as well.
2. Following link will provide you the RTO office locations : Office Locations
3. Fill up the application forms and make sure you also have all the required documents that is listed under "Required Documets" section.
4. Submit all the completed application form with required documents along with the fees in RTO office.
5. After the authorities verifying the submitted documents and examining the vehicle No Objection Certificate will be provided within Five days from the receipt of police clearance.

Apply Online

1. To apply for no objection certificate for vehicle registration, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
3. The applicant will be taken to the “Manual” page where all the available services will be listed.
4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
5. The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
6. Please follow the steps to complete the application.

Apply through Centres:

1. To Obtain No objection certificate (NOC) for vehicle registration in Daman & Diu, the applicant shall visit the nearest CSC/Tehsil Centre. Find contacts to CSC centres in the link provided:Link
2. Procure the mandatory application form from the concerned centre and fill it up with the necessary details required for the license.
3. Make sure to attach all the "Required Documents" along with the application form before submission.
4. Provide authorized signatory and photograph, wherever applicable.
5. Make the requisite payment required for the process (if applicable).
6. Now, submit the application to the office of the concerned centre and obtain the acknowledgement slip.
7. After successful verification, the certificate will be issued by the concerned authority.
8. Obtain the certificate from the concerned CSC centre by showing the acknowledgement slip.

1. Filled up Application Form 28
2. Certificate of Registration.
3. Copy of the certificate of insurance.
4. Evidence of Payment of Motor Vehicle Tax upto date.
5. Pollution Under Control Certificate.
   

In Case of transport vehicle

1. That the vehicle is not covered by any permit
2. Sum of money agreed upon to be paid by the holder of the permit under sub-section (5) and (6) of Section 86, if any no pending recovery.
3. Evidence of payment to tax on passenger and goods.
4. On receipt of such application, a report will be obtained from Police Department that no case relating to the theft of motor vehicle concerned has been reported or is pending as required under sub section (5) of Section 48 of Motor Vehicles. Act, 1988
