Sale or removal of vehicle within the state

  1. If the owner desires to remove or sell his vehicle outside the jurisdiction of registering authority within the State, he shall file the application on plain paper for issue of clearance certificate with the registering authority where the vehicle is registered.
  2. He must submit application along with all other required documents.
  3. Owner shall be responsible for clearing taxes in arrears.
  4. No Objection Certificate will be issued after obtaining a report in writing from the Police Authorities that no case relating to theft of the motor vehicle.


Sale or removal of vehicle outside the state

  1. If the owner desires to remove or sell his vehicle outside the jurisdiction of registering authority within the State, he shall file the application in form CMV 28 in quadruplicate (4 copies) for issue of No Objection Certificate with the registering authority where the vehicle is registered.
  2. He must submit the form along with all other required documents.
  3. Owner shall be responsible for clearing taxes in arrears.
  4. No Objection Certificate will be issued after obtaining a report in writing from the Police Authorities that no case relating to theft of the motor vehicle.

Apply In-Person:

  1. To obtain a Clearance Certificate or NOC, the applicant has to fill the application form 28: Link.
  2. Now visit the nearest RTO/STO. Find contacts in the link:Link
  3. Make sure to attach all the “Required Documents” along with the application form.
  4. Now pay the requisite fee and complete the process.
  5. The application will be verified by the authority and after the successful verification, the certificate will be issued.
  6. Obtain the certificate from the same RTO authority.



Apply through Centres:

  1. To Obtain Clearance Certificate Or No Objection Certificate, the applicant shall visit the nearest CSC/Tehsil Centre. Find contacts to CSC centres in the link provided:Link
  2. Procure the application form from the concerned centre and fill it up with the necessary details required for the process.
  3. Make sure to attach all the "Required Documents" along with the application form before submission.
  4. Provide authorized signatory and photograph, wherever applicable.
  5. Now submit the application to the office of the concerned centre.
  6. On successful verification, the applicant will be notified by the CSC centre.

InstructionsEdit

  • For every vehicle which Commercial, it is essential for a vehicle owner to have a fitness certificate for his/her vehicle from concerning Regional Transport Department (RTO). Online Fitness/Noc System works only for Commercial Vehicles. For a new vehicle the Fitness certificate is issued for two years for Transport Vehicles (Commercial Vehicles). On expiry of the same it is renewed for next one year within in one month from the date of expiry.
  • Enrollment of Fitness Certification is divided into two parts:



Required InformationEdit

  • Name and address, Son/Wife/Daughter of
  • Registration number of the vehicle
  • Class of vehicle
  • Registering authority, which originally registered the vehicle.
  • Engine number
  • Chassis number (also affix pencil print).
  • Period of stay in the State
  • Period upto which motor vehicle tax has been paid.
  • Whether any demand for tax pending. If so, give details
  • Whether the vehicle is involved in any theft cases. If so,give details.
  • Whether any action under sections 53, 54 or 55 of the Motor Vehicle Act, 1988 is pending before any registering authority or other prescribed authority. If so, give details.
  • Whether the vehicle is involved in any case of transport of prohibited goods. If so, give details.
  • Whether the vehicle is held under an agreement of Hire-Purchase/Lease/Hypothecation. If so, give full name and address of the financier.
