Apply In-Person

  1. The application for a Tour Operation Permit or License shall be made to the Department of Road Transport and Safety (DRTS) office, which is under the Ministry of Transport and Communications.DRTS office contact details.
  2. Collect and complete the Application Form for Road Transport Permit. copies of these forms are available at the inquiries desk at DRTS offices across the country, or directly download it using this link:Application for Road Transport Permit Form.
  3. The applicant will be required to submit the certified supporting documentation as mentioned under the “Required Documents “section below; in addition to the duly completed application form in all respect to the nearest DRTS office, permit-issuing unit. Any omission of these documents will render the registration process incomplete.
  4. Additional information may be given on a separate sheet of paper if there is insufficient room on the application form.
  5. Upon receipt of the application file, the license issuing officer will verify if all the necessary information and documentation has been provided and that the applications comply with the selection criteria before registering the file for processing and consideration by the Transport advisory board.
  6. The client will be advised by the license issuing officer to pay the application fee as mentioned under the ‘Fees’ section of this page at the DRTS cash counter and obtain a receipt.
  7. Applicants will be issued with an acknowledgment slip as proof of submission of the application.
  8. The application file will be vetted by the Transport advisory board. For first-time applicants will be contacted by the DRTS office and will be required to attend a Transport advisory board hearing at the appointed date and time.  It is at this point that the decision would be made if to approve or decline the request.
  9. If approved, the applicant will be required to book an appointment for a vehicle inspection with the DRTS office.
  10. On the appointed date/time and venue, you should present the vehicle to be inspected by the DRTS Transport Inspector.
  11. If the vehicle fails the inspection, the inspector will inform the client reasons as to why, and the applicants must comply with Inspector's instructions to rectify any vehicle issues that may have caused the failure and book for re-examination, this should be made within 7 working days, no extra costs charged. Only two re-examinations are allowed per vehicle.
  12. Applicants whose vehicles pass the inspection are issued inspection certificates.
  13. Applicants should submit the inspection certificate and all of the other supporting documents to the Registration and licensing officer and pay the permit fee at the DRTS cash desk and obtain a payment receipt.
  14. Present the payment receipt to the license issuing officer, who will then draw up the Tour Operation Permit and have it signed and stamped by a senior/authorized officer and issue it to the client against the applicant identification document.

  • Copy of a valid tourism license.
  • Copy of the vehicle's registration document (blue book).
  • Copy of vehicle's valid Roadworthiness Certificate (upon certificate collection).
  • Vehicle Inspection Certificate (only if the permit application is approved by the board).
  • Copy of Certificate of Incorporation (companies).
  • Copy of one director's National Identity Card (companies).
  • Copy of Shareholder's Certificates (companies).
  • Copy of business proposal (companies).

Please note that this type of permit can only be issued to operators who have been approved by the Department of Tourism.
