Apply In-Person

  1. The application for Licensing and Registration of Private Operators Meteorological Stations shall be made to the Department of Meteorological Services (DMS) office, which is under the Ministry of Environment, Natural Resources Conservation, and Tourism.Ministry contact details
  2. Applicants will be required to collect and complete the Licensing and Registration of Private Operators of the Meteorological Service Application Form. Copies of these forms are available for free at the DMS office and are not available online.
  3. The application form duly completed in all respect, and the supporting documentation as mentioned under the “Required Documents” section of this page, should be submitted to the DMS headquarter office.
  4. Upon receipt of the application file, the receiving officer will verify if all the necessary information and documentation has been provided and that the applications comply with the selection criteria before registering the file for processing and consideration, which is usually within sixty (60) working days.
  5. The applicant will be required to make payment for the non-processing fee as mentioned under the “Fees” section below and obtain a payment receipt.
  6. Applicants will be issued with an acknowledgment letter as proof of submission of the application.
  7. The clients will be contacted by the DMS office to set an appointment for a site/premise’s inspection, on the appointed date and time, an official at the DMS will conduct a plot suitability assessment and complete a site suitability report/form.
  8. A copy of the site suitability report/form will be issued to the applicant and if any modification or upgrading is required, Corrective Action and Preventive Action Report (CAPA) report will be issued and you will be required to rectify the problem.
  9. Upon successful implementation of the CAPA, a follow-up inspection may be conducted by the DMS inspector to ascertain the effectiveness of the implementation (where applicable).
  10. After the lapse of the processing period, applicants should visit the DMS office, where the application was filed to check the outcome.
  11. If approved; the Meteorological station will be registered and the license will be drawn up, signed, and stamped by the authorized office and made available for withdrawal by the applicant in person at the DMS dispatch office, where the application was lodged.
  12. The applicant will be required to produce a proof of identity document and acknowledgment letter while collecting the Private operator’s meteorological station license.
Please note;
  • The committee may, where it considers, it necessary, attach to a permit any reasonable conditions under which the permit may be used as mentioned under the “Instruction” section of this page.

  • Citizen- certified copies of national identity card (Omang)
  • Non-citizen- certified copies of a valid passport
  • Submit general company documents (valid trade license, valid tax clearance certificate, certificate of incorporation, VAT Registration letter, and declaration form)
  • The completed site survey form
  • A valid certificate of calibration of the said instrument or sensor from an International Organization for Standardization (ISO) 17025 accredited institution before use

InstructionsEdit

IMPORTANT NOTES:
The Committee shall impose the following conditions on any license granted by it;

  • The license issued shall not be transferrable.
  • The license shall become invalid upon the death or bankruptcy of the licensee.
  • The license shall be renewable upon payment of a non-refundable fee of P50 upon its expiry and the application for renewal shall be made 30 days before the date of expiry in Form B as set out in the Schedule.
  • A licensee shall undertake only the activities specified in the license.
  • The licensee shall permit or ensure that permission is granted to an inspector upon production of proof of identity to enter any building, premises, compound, or any other place to enable the said inspector to inspect, examine or test equipment that is in the station or carry out any other task deemed necessary by the Service; (/) the licensee shall archive and submit data to the Service upon request.
  • Where the licensee ceases to operate the station or where the license ceases to be valid, the licensee shall immediately return the license to the Service for cancellation.
  • An operator of a meteorological observing station shall maintain the frequency of the calibration of the instrument or sensors in accordance with the World Meteorological Organization standards; recommendations are contained in the “Guide to Meteorological Instruments and Methods of Observations”.
