  1. The application for a License to Own or Operate a Waste Transportation Vehicle shall be made to the Department of Waste Management and Pollution Control office which is under the Ministry of Environment, Natural Resources Conservation and Tourism, Ministry Contact Details
  2. Applicants are required to collect and complete the waste carrier license application form, obtainable at any of the Department of Waste Management and Pollution Control (DWMPC) office countrywide or download using this waste carrier license application form link
  3. The duly completed application form attached to the supporting documentation as mentioned under the “Required Documents” section of this page should be submitted to the DWMPC office within the business operation location.
  4. Upon receipt of the application, it is checked for completeness and correctness by a DWMPC officer before it is registered for processing and consideration by the DWMPC director/authorized official. Applicants are issued with an acknowledgment receipt that proves submission of the application file and for inquiry referencing if the need arises.
  5. The Director may, by notice served on an applicant, require the applicant to furnish in writing, within such reasonable time as is specified in the notice, such further information in connection with the application as the Director may reasonably require. Where the applicant fails to submit the required information, the director shall reject the application.
  6. During the evaluation process, the director shall consult with other relevant departments such as the Department of Water Affairs before making a decision on each application.
  7. Any issues resulting from the evaluation stage are brought to the attention of the applicant, who will be given an opportunity to address the issues.
  8. After processing,the director shall notify the applicant in writing of his decision with respect to the application(Approval, Deferral, or Rejection).
  9. If approved, the applicant will be required to bring the vehicles that will be used to transport the waste for inspection at the DWMPC office.
  10. The vehicle(s) will be inspectedby a DWMPC inspector, only vehicles that pass the inspection will be licensed, the applicant will be required to pay BWP 110.00 licensing fee (charged per vehicle), applicants are issued with a payment slip and acknowledgment slip.
  11. For vehicles that do not pass the inspection, the owner of the vehicle is required to rectify the problem as noted by the DWMPC inspector, and bring the vehicle back for a re-inspection visit at the DWMPC office at a scheduleddate/time.
  12. The license/permit will be printed out, signed, and stamped by an authorized official and made available for issue to the applicant, within five (5) working days after the vehicle has passed inspection. The applicant will be required to produce the DWMPC payment slip/ acknowledgment slip and identity document while collecting the license.


NOTE:
  • The permit/license shall be subject to such terms and conditions as the Director deems fit to impose in each case, and such terms and conditions or requirements shall be endorsed on the license/permit.
  • Any person aggrieved by the refusal of the Director to issue the permit/license may, within 28 days from the date of such refusal, appeal against the refusal to the Minister.

  • Affidavit or sworn statement that the registered owner of the vehicle has leased it to the applicant (if not registered under the applicant)
  • Certified copyof a Professional Driving permits for Transporting Hazardous Goods(PrDp-H)
  • Training certificate(s) on at least one of the following undergone by members;
  • Both Fire Fighting & First Aid (certified copies) OR
  • Safety, Health & Environment (certified copy) OR
  • Occupational Health & Safety (certified copy)
  • Accident response plan – Detailing procedures to be followed in case of an accident or emergency occurrence during transportation.
  • Authorization from the final disposer (e.g. council’s authorization for disposal by incineration at the landfill)

EligibilityEdit

Citizens and Non-Citizens eighteen (18) years and above are eligible to apply.

FeesEdit

BWP 110.00 licensing fee (charged per vehicle).

ValidityEdit

  • The license shall be valid for a period not exceeding two years from the date of issue unless suspended, revoked, or cancelled by the authority.
  • Upon expiring the license shall be subjected to renewal.

  • No person shall cause or affect the movement of controlled waste within Botswana or the transboundary movement of controlled waste without a waste carrier license/License to Own or Operate a Waste Transportation Vehicle.
  • A waste carrier license is a permit issued for a vehicle that meets the requirements for transportation of the specific waste that to carry, that is:
    • General waste (Domestic or commercial, non-hazardous solid waste,)
    • Hazardous waste (Untreated medical waste, batteries, used oil, and others)
    • Other non-hazardous waste that is neither general nor hazardous waste (scrap metal, crushed tins, bottles, paper, and plastic).
  • A waste carrier shall, when requested by a police officer or an authorized officer, produce for inspection, the license.
