Apply In-Person

  1. Applicants should visit the Ministry of Environment, Natural Resources Conservation and Tourism, Department of Waste Management & Pollution Control Offices for the application process for Waste Management Facility registration and Licensing. (Address details are mentioned under contact and location section below).
  2. Collect the ‘Waste Management Facility License application form’ from the Department of Waste Management & Pollution Control front desk or use this link to download, Link
  3. Submit the completed form, along with the supporting document {as mentioned under required documents section below} to the attending official at the Department of Waste Management & Pollution Control office.
  4. The official will then verify if all the necessary information and documents have been provided and that the applications comply with the selection criteria, if everything is in order, the applicant will be issued with an acknowledgement slip containing details of the application.
  5. The application file will then be forwarded to the director office for assessment, processing and consideration, which is within 10 working days.
  6. The Director shall consult the Department of Water Affairs or any other relevant Department before deciding on the merits of each application.
  7. The Director shall grant the waste management facility registration licence ,if he/she is satisfied that the applicant has meet the required eligibility criteria and the waste management facility will not cause pollution of the environment or harm to human, animal or plant life.
  8. If the director is satisfied that all the conditions as set for the application are meet, the application will be approved, the facility will be registered and the registration certificate will be made available for withdrawal by the applicant, at the department of Waste Management & Pollution Control office, upon payment of the required fee and against the applicant identification document and the acknowledgement slip.

NOTE;

  • The permit/license shall be subject to such terms and conditions as the Director deems fit to impose in each case, and such terms and conditions or requirements shall be endorsed on the registration license/permit.
  • Any person aggrieved by the refusal of the Director to register the waste disposal site may, within 28 days from the date of such refusal, appeal against the refusal to the Minister

EligibilityEdit

Businesses/entities that operate facilities such as landfill incinerator, waste-water treatment plants, waste Recovery/salvage facilities (Transfer stations, scrap metal yards, waste bailing sites etc.) and waste recycling facilities (Scrap yard, used oil, paper, plastic, glass, etc.).

FeesEdit

  • BWP 1000.00 licensing fee (charged per vehicle).


ValidityEdit

  • License is valid for one year and therefore requires renewal annually.

CONDITIONS FOR MANAGING A WASTE MANAGEMENT FACILITY

  1. A waste management facility licence may include such conditions as the Director sees fit to specify therein or as may be prescribed and without prejudice to the generality of the foregoing, any such conditions may relate to;
    • |The supervision of activities to which the waste management facility licence relates;
    • The precautions to be taken and works to be carried out in connection with the land or plant before the activities authorised by the waste management facility licence are begun or after such activities have ceased; or
    • Where waste other than controlled waste is to be kept, treated or disposed of, to the keeping, treatment or disposal of that other waste.
  2. The conditions may require-
    • The licensee to carry out such other works notwithstanding that he is not required to carry out such works under any law; or
    • The licensee to meet the terms of a lease of land to be used for the waste management facility, if any, or such other lawful stipulations attached to the use of the land necessary to enable him to comply with any requirements imposed on him by the waste management facility licence.

Need for the DocumentEdit

  • No Businesses/entities shall operate a waste disposal site unless the waste disposal site is registered by the Department of Waste Management & Pollution Control Offices and hold a valid waste management facility license or permit.
  • A person managing a waste disposal site, is required to produce the registration license/permit when requested for by a police officer or an authorised officer during a site inspection.
