Procedure

Apply In-Person

1. To upgrade your Driver License in Bihar the applicant has to approach the RTO office to which his area belongs to. Please follow our “Office Locations & Contacts” section of this page to get details of the RTO offices.
   
2. Application Forms 8 is required. Application form can be downloaded from the following link :Form 8and Form 5 and Form 15 (Those who trained through Driving School) Link for forms :Form 5 Form 15
   
3. The applicant should make sure they are eligible for applying by reading through the eligibility criteria that has been listed out under the “Eligibility” section of this page.
   
4. Please make sure you have all the documents that are listed down the “Required Document” section of this page.
   
5. Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
   
6. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
   
7. Applicant has to qualify the drive test. Applicant on successful completion of test drive will be asked to get photographed for the license copy and to imprint finger prints. Applicant will get the upgraded License

9. Select “Bihar” in the drop down menu against “Please select the State from where the service is to be taken”
   
10. In the next window, please click “Enquiry on Slot Availability” to select “Services on Driving License” option to go to the next window.
    
11. Please select appropriate option to get the slot

Required Documents

• Completed application in Form 8.

• Valid Learner’s License for which additional class of vehicle is required.
  
• Documents of vehicle in which applicant proposes to appear for test of competence to drive (such as Registration Certificate, Insurance Certificate, Tax Card, Pollution under Control Certificate, Fitness Certificate in case of Transport Vehicle).
  
• Consent letter from vehicle owner, to conduct driving test in his vehicle if the vehicle is not owned by the applicant.
  
• Passport size photographs-3 copies

Eligibility

• The person should have a valid driving license.
  
• Should have completed 20 years of age for Transport Vehicles with 1 year experience in LMV

Validity

• A Driving License for a non transport vehicle is valid up to a period of 20 years or an age of 50 years whichever is earlier, and 5 years thereafter.
  
• Transport Vehicle License is valid for a period of 3 years from the date of issue or renewal.
  

Note: One can apply for a permanent license only after a month after receiving Learner's License

Need for the Document

1. The need for upgrading from a valid driving license arises for the purpose of driving other vehicles. Other vehicles refer to the ones that are not covered under the current license.
   
2. If a person who has a valid driving license to drive non transport vehicle and wanted to drive transport vehicle, then one needs to get his driving license upgraded.
   
3. A driving license is an official document that states that a person may operate one or more types of motorized vehicles, such as a motorcycle, car, truck, or a bus, on a public roadway.
   
4. Under the provisions of the Motor Vehicles Act,1988 in India, no person can drive a motor vehicle in any public place unless he holds a valid Driving License issued to him, authorizing him to drive a vehicle of that particular category.
   
5. Driving without Driving license is an offense. Incumbent has to pay penalty
