ProcedureEdit

  1. Go to an Australian Passport Office.
  2. Fill out a Application for Certificate of Identity or Convention Travel Document (PC5) form.
  3. Submit the completed application form. (It must be lodged in person.)
  4. Pay the relevant fee.

EligibilityEdit

This is applicable to people who are:

  • not Australian citizens; and
  • about to leave Australia or one of its territories; and
  • stateless or unable to obtain a travel document from their country of nationality.

An applicant must:

  • Satisfy the Authorized Officer of their identity and bona fides;
  • If unmarried and under 18 years, comply with the same consent requirement that applies to unmarried children under 18 years who apply for a passport; and
  • Supply a completed guarantor declarationan Authorized Officer may accept a guarantor declaration from a person who has known the applicant for less than 12 months if the applicant has not resided in Australia for the necessary period.

ValidityEdit

A Certificate of Identity (COI) is only issued where a definite intention to travel is established. A COI is valid for 12 months only and cannot easily be replaced if it expires or is lost, stolen or damaged while you are outside Australia.

InstructionsEdit

  • To obtain a COI, applicants need to provide:
    • evidence of intended travel (e.g. an airline ticket); and
    • evidence that they are stateless; hold an appropriate visa or unable to obtain a travel document issued by their country of nationality.
  • Applications for COIs can only be lodged at an Australian Passport Office using a PC5 application form.
  • Each application for a COI is assessed against your current individual circumstances, including your Australian visa category, your nationality and your reason for travel.

There are five categories of applicants who may be considered for the issue of a Certificate of Identity (COI):

  • People who are stateless or in Australia on a protection Class BA subclass 202 Global Special Humanitarian and Special Assistance Category 208 to 217 visas.
  • Holders of a Resolution of Status (RoS) visa (Class CD) subclass 851 who previously held a non-refugee visa.
  • Holders of a Class XA Protection (subclass 866) visa granted on complementary protection grounds.
  • Voluntary and non-voluntary returnees.
  • Non Australians/non-British citizens in Australia whose government does not have a presence in Australia but who have an urgent need to travel for compassionate circumstances and who can show their government cannot provide a travel document in time to meet the travel needs.

Need for the DocumentEdit

A Certificate of Identity (COI) is issued to a non-Australian citizen who is about to leave Australia and is stateless, or is unable to obtain a travel document from their country of nationality.



Information which might helpEdit

  • A stateless person is a person who does not have citizenship of any country. The Department of Immigration and Citizenship (DIAC) can only confirm the status of persons holding one of its subclasses of visa. It is unable to confirm nationality or status for persons not holding a visa.
  • People being deported from Australia who have no other travel document may be issued with a Certificate of Identity, but only if sponsored by the Department of Immigration and Citizenship (DIAC).
  • For a lost/stolen COI, one must contact Canberra for advice.
