Arunachal Pradesh - Obtain Financial Assistance Approval for Biomass Project

ProcedureEdit

  • The approval for grant of “Central Financial Assistance (CFA) for Biomass based cogeneration projects” can be obtained based on the norms set by the Ministry for New and Renewable Energy and Power.


Apply In-Person:

  1. To avail “Central Financial Assistance (CFA)”, the developers/promoters have to forward a copy of detailed project report (DPR) to the Ministry through lead Financial Institution (FI) which is providing the term loan for the project.

  3. The applicant shall use the contact details provided in the above link to contact the office to know the updated detail and the designated office/authority for applying.
  4. Based on the availability of funds, the applications will be accepted periodically (quarterly) by the department.
  5. The applicant and the concerned financial institution shall prepare the detailed project report (DPR) as per the norms. Once the DPR is ready, please enclose the required documents as per the “Required Documents” section of this page along with the covering or requisition letter for approval.

  7. The financial institution will be instrumental in sending the proposal to the respective office. The applicants shall follow the guidelines of the financial institution to submit the proposal successfully.
  8. Once the application is submitted, the department will process the proposal and the proposal that meets the norms will be put up before Project Appraisal Committee (PAC).
  9. The committee will evaluate the proposal and verify the submitted details. Based on the committee’s recommendation, the sanction letter for grant of Central Financial Assistance (CFA) will be issued to the promoter with the approval of Integrated Finance Division (IFD) and Secretary.
  10. The sanction letter will be delivered as per the department's protocol. The promoter/applicants are advised to adhere to the financial institutions notification. All the communication will be done through the financial institution only.
  11. Once the sanction letter is issued, the promoters/applicants have to complete the project within twenty-four months. In case of delays which are not attributed to the developer, another six months extension will be considered without penalty at the level of Secretary MNRE.
  12. After the project is ready, the department will inspect the commissioning and commencement of commercial generation and performance testing of the plant. On successful test performance of the plant, the Central Financial Assistance (CFA) will be released in one instalment.
  13. The Central Financial Assistance (CFA) will be released to the term loan account as per the project report to reduce the loan component of the promoter.
  14. Under the scheme, the Central Financial Assistance (CFA) will be provided at the rate of Rs.25 Lakh/MW (for bagasse cogeneration projects) and Rs.50 Lakh/MW (Non-bagasse cogeneration projects)
  15. The timeline/processing period for issue of sanction letter is depends on department's decision or norm.

  • EIA clearance (From Ministry of Environment, Forest and Climate Change (MoEF&CC) for Projects having installed capacity ≥ 20 MW and from State Environment Impact Assessment Authority (SEIAA) for projects having installed capacity greater than 15 MW but less than 20 MW)
  • Copy of Power Purchase Agreements-PPA (for Bagasse based cogeneration projects)
  • Purchase orders for boiler and turbine (if any)
  • Three separate duly notarized undertakings in original for:-
    • Keeping the plant operational for a minimum period of 10 years
    • Cogeneration plant will not be utilizing any fossil fuel
    • Promoters have not availed and will not avail subsidy for the cogeneration power plant from other programmes of MNRE or any other Central Government Ministry
  • The financial institution (FI) must also send scanned copies of all the documents required for sanction as well as release of CFA as appropriate

EligibilityEdit

  • Registered Companies, Partnership Firms, Proprietorship Firms, Cooperatives, Public Sector Companies and Government owned firms are eligible to apply for this scheme.
  • The Central Financial Assistance (CFA) will be provided only for projects which will be installing new boiler and turbines.
  • To avail financial support, the applicant must have availed term loan from any financial institution like Public Sector Banks, NBFC, Private Sector Banks, Central or State Cooperative Banks etc.

ValidityEdit

  • The sanction order will be valid for 24 months. Additional 6 months extension will be provided for delays that are not attributable to the developer.

InstructionsEdit

  • In case the project is not completed within the stipulated time period, the sanction order for grant of CFA will stand cancelled.
  • The Central Financial Assistance (CFA) will not be provided under the scheme to the firms which have not availed term loan.
  • During the inspection, the performance testing of the project would require at least 72 hours continuous operation of the unit at minimum 80% of rated capacity.
  • Incomplete proposal will be rejected.
  • Do not submit fake documents as a proof to get the sanction.
  • Avoid spelling mistakes while preparing the detailed project report.
