ProcedureEdit

  • To Register a Foreign Birth (Birth happened in another country), the applicant has to make the application only via online through Foreign Division of Ministry of Home Affairs.


Apply Online

  1. To Register a Foreign Birth (Birth happened in another country), the applicant has to make the application online via the following link
  2. Next the applicant has to “Click on the Registration of birth of a minor child at an Indian Consulate Under section 4(1) of the Citizenship Act, 1955”.
  3. On the next tab, the applicant has to click “Apply Online” menu for new/fresh application.
    Note: The applicant can click eligibility and required document by clicking on “Eligibility Criteria” and “Required Documents” menu.
  4. Fill all the details on this page i.e., Applicant Details, Father Details, Mother Details and then fill the Enter Access Code which is showing in the page and then click on “Save and Next” button.
  5. Next, the applicant has to upload the “Applicant’s photo” and “Parent’s signature” document.
  6. After submitting, Applicant has to click on “View Application” to view the application.
  7. A new tab will open in the browser to show the application Form in a PDF format. Applicant has to verify the contents of the application form for correctness and spellings. If application form is correct then the applicant can click on button “FINAL SUBMIT TO THE MINISTRY.”
    Note:
    • Do not worry about the documents uploading. Documents can be uploaded only after the final submission of the form.
    • No modification will be allowed after final submission.
  8. After clicking on final submits, an MHA file number will be generated and the system would display upload documents page where the applicant could upload the scanned PDF documents.
  9. Applicant must note down MHA file no. for access of his records in future. E-mail also will be sent to applicant, intimating the MHA file number.
  10. Click on ‘Close’ button to close the pop up of MHA File Number. Next, upload all the necessary documents which is mentioned in the “Required Documents” section of this page.
  11. The fee to Register a Foreign Birth (Birth happened in another country) is free of cost.
  12. Once all the documents are uploaded then the ‘Print Application’ button would enable. The applicant can now click on “Print Application” to take printout of the application. (Make sure the browser is not stopping any pop ups). The PDF file will get generated and you can download it and save it to your local system for printing.
  13. The Signed hard copy of the application submitted online is required to submit at the Indian Mission or Indian Consulate in the respective country of the birth of that minor child of Indian descent.
  14. The processing time for registering a Foreign Birth certificate completes within a day.

  • A person may apply for registration of birth of his minor child born outside India in terms of sub-section(1) of section 4 in Form I to the Indian consulate in the country, where such child was born, together with a declaration that
  • The child does not hold the passport of any other country.

Need for the DocumentEdit

  • In order to get Indian citizenship for a child born to Indian parent(s) in a foreign country, the birth of the child is to be registered at the nearest Indian Embassy/Consulate and thereafter (or at the same time) the parents can apply for issue of an Indian passport for the child



Information which might helpEdit

  • Only after registration of birth as Indian citizen, the child becomes citizen of India and eligible for Passport or any other services rendered to Indian citizens.



Other uses of the Document/CertificateEdit

  • The birth certificate is used as Proof of Indian Citizen Identity.

  • A person born outside India on or after 3rd December, 2004 shall not be a citizen of India, unless the parents declare that the minor does not hold passport of another country and his birth is registered at an Indian consulate within one year of the date of birth or with the permission of the Central Government, afterthe expiry of the given period.
