Procedure[edit]

Apply Online[edit]

  1. Here are the procedures on how you can apply to receive financial aid through the Discretionary Assistance Fund (DAF). Applications for DAF can be submitted online, by calling 0800 859 5924 (between 9.30am to 4.00pm Monday to Friday)or you can also ask help from one of DAF partner organisations.
  2. Before you apply online please note you cannot apply for a grant if you have already received a grant in the last 28 days (7 days for coronavirus applications). You also cannot apply if you already received 3 grants in the last year (5 grants including coronavirus applications).
  3. To start your application online please click this LINK. Look for and click the "Start now" button.
  4. On the following page, click the "Make an application" button.
  5. You will be asked if you are an applicant, simply click the "Yes" button and then read the privacy policy. When you are done, click the "Next" button.
  6. Fill out the online application form completely and correctly. Once you are done click the "Next" button to submit your application.
  7. You may track the progress of your application by clicking this LINK. Look for and click the "Start now" button.
  8. On the following page, click the "Track the progress of an application" button.
  9. Next, enter the surname of the person the application is being made for and the tracking reference number application. You need to enter the reference number exactly, using capital letters only where the reference has them.
  10. Emergency Assistance Payment (EAP) applications are usually processed within 24 hours. If you have submitted your application after 12pm Friday, expect to receive a call the following Monday. Individual Assistance Payment applications takes longer to process compared to EAP. It will take about 10 working days for your application to be processed.
  11. Result of your application:
    1. Emergency Assistance Payment (EAP): If your application is approved you will get a PayPoint voucher or BACS payment for food, gas, electricity and emergency travel. You will also get vouchers to help you buy clothes. In case it is disapproved, the DAF office will write to you by post or email explaining the reasons why your application was denied. If you like, you can ask for your application to be reviewed.
    2. Individual Assistance Payment (IAP): If your application is approved, you will get other ‘white goods’ such as fridge, cooker or washing machine from AO Retail Limited. You will also get home furnitures such as beds, sofas and chairs from The Furnishings Service (TFS). You will get a phone call, text or email from the supplier to arrange delivery of the said items. Please wait 24 hours after your application has been approved before you reach out to them. In case it is disapproved, the DAF office will write to you by post or email explaining the reasons why your application was denied. If you like, you can ask for your application to be reviewed.

Eligibility[edit]

The Discretionary Assistance Fund (DAF) provides two types of grant that you do not need to pay back.


Emergency Assistance Payment (EAP)
To apply for the grant, you must:

  • have had an emergency (lost your job, had a flood or fire in your home or applied for benefits and are experiencing financial hardship)
  • live in Wales
  • be over 16
  • have no other money for example savings, and considered all other legal lending such as credit unions

Important:
Emergency Assistance Payment: Coronavirus Hardship - Between 1 May 2020 to 31 March 2021, beneficiaries can not get more than 5 grants in a year.


Individual Assistance Payment (IAP)
You can only apply for a fridge, cooker or washing machine (white goods) and furniture through an approved partner.
You must meet all 3 eligibility criteria in order to get a grant.

Grant conditions:

  • you must live in Wales
  • you must be over 16
  • you must have no access to other money and tried all other affordable sources of funding for example credit union
  • you must not be living in a care home (unless being discharged in 6 weeks)
  • you must not be in prison (unless being discharged in 6 weeks)
  • you must not be a member of a fully maintained religious order


Benefits
You must be getting one of the following:

  • Income Support
  • Income based Jobseekers Allowance
  • Income related Employment and Support Allowance
  • Guaranteed Credit element of Pension Credit
  • Universal Credit


Grant conditions
You must meet one of the following conditions:

  • you are leaving a care home or institution (hospital, prison or foster carer) after 3 months (minimum) to live independently
  • you want to stay living in the community rather than having to go into an institution (hospital or care home)
  • you are setting up home after an unsettled way of life
  • you need to move home quickly due to a relationship breakdown or domestic violence
  • you are going to care for a prisoner or young offender released on a temporary license
