Applying process in Uzbekistan for citizen and non-citizen

A. Apply in-person or by mail(post).
  1. Applicant shall apply for Police Clearance Certificate in-person or by mail(post) with “Central Department of Ministry of Interior”.
  2. Go to the respective office. Application forms can be obtained from the office on visit. Don’t forget to take the required copy of documents along with originals to the office.
  3. Address:

  4. Please follow as per authorities guidelines and submit the completed application along with documents. Applicant should pay for any charges, if required as advised.
  5. This application will be processed by respective department.
  6. The certificate can be collected from the office where applicant applied in-person upon notification or issued as per norms.



To mail
  1. Once the application is filled in, please attach the completed application, required document and fee paid details.
  2. Mail(post) these set of documents to the above address.
  3. This application received will be processed by respective department.
  4. The certificate will be delivered to the applicant as per norms.



Applying process - overseas for citizen and non-citizens

A. Apply through embassy or consulate in-person
  1. Applicant can apply at their nearest embassy or consulate in-person. Link to locate the embassy or consulate: link
  2. Application form can be obtained from the embassy or consulate. Call the office and fix appointment for personal visit. Also find out the details for this procedure.
  3. On the scheduled date, go to the office with all the document in original and in copy. Please follow as per officer guidelines to process your application.
  4. This application will be processed by the respective department. The completed certificates are forwarded to the concern.
  5. Applicant shall collect the certificate with the respective office upon notification or can get it delivered as per norms applicable.



Applying process - overseas for citizen and non-citizens.

A. Apply through representative.
  1. Applicant shall mandate a authorized representative to apply on their behalf at the respective “Central Department of Ministry of Interior”.

  3. The mandated person should be entrusted with the written authorization to apply for it and / or receive it.
  4. Representative should carry required documents and the completed application form and go to the respective office.

  6. This application will be processed by respective department.
  7. The certificate can be collected from the office where applicant applied in-person upon notification or issued as per norms.

Representative should carry the following while applying.
  • written authorization
  • ID card or passport.

  • Valid identity document (identity card, passport, driving license).
  • Valid passport.
  • Citizen proof/Document of National Identity (DNI).


Foreign national

  • A copy of your passport while living in Uzbekistan.
  • A copy of your permit of stay in Uzbekistan, passport number and place of issue as well.
  • Proofs of legal stay (copy of passport held during the said period with respective stamp and seal).

  • Valid citizen proof with photo (respective ID’s issued by respective nation).

  • A self-addressed envelope with or without stamps (as required).
  • Valid contact number (applicant can be communicated)

Eligibility[edit]

  • Applicant with valid passport and a valid address proof.
  • Age: 16 years and above. In case of minors, the application must be submitted by the parent exercising parental authority, if the minor has not turned 16 years.
  • The current address of the applicant must be same as in the passport and other supporting documents.
  • Applicants who are in need of residential status, employment or long term visa or for immigration to a foreign nation.

Instructions[edit]

Uzbek citizens should apply for a police certificate at Information Centers of the Ministry of Internal Affairs of Uzbekistan. Non-Uzbek citizens should apply at the Ministry of Foreign Affairs of Uzbekistan. Applicants, both Uzbek and non-Uzbek citizens, residing outside Uzbekistan may submit the request through the Uzbek Mission in the country of residence.

  • You need to provide a police certificate when applying for permanent residence.
  • The police certificate must indicate all names you have used while in Uzbekistan.
  • The Embassy accepts only original police certificates. Print-outs of online search results are not acceptable.

Need for the Document[edit]

A police certificate is an official document issued by police or government agency of a country to enumerate any criminal records that the applicant may or may not have. Criminal records may include arrest, conviction, and possibly criminal proceedings.

Police certificate is also known as good citizen certificate, good conduct certificate, police clearance certificate, or judicial record extracts. Applicants may have to submit fingerprints and certain personal information to request a criminal record check, and the police or government agency may charge a fee. If no record found, the police certificate will indicate such.


Information which might help[edit]

The certificate needs to show all names you have used while in Uzbekistan. Only original police certificates will be accepted by the Embassy. You may not submit print-outs of online search results. You may be required to submit a Police Certificate request letter, found below:

Local Requests

Apply at your local police station. Your police certificate must be issued by the Information Centre of Ministry of Internal Affairs at 1 Radzhabi Street, Tashkent 700029.

Non-Resident Requests

Apply at the Consular Section of the Embassy of Uzbekistan nearest you.



Other uses of the Document/Certificate[edit]

A police clearance certificate is a copy of your criminal record or a declaration of the absence of any criminal record. Police clearance certificates are different in each country and territory and may be called police certificates, good conduct certificates, judicial record extracts, pcc, etc. They are issued by police authorities or government departments and used by Citizenship and Immigration to prevent individuals who possess a risk to Country's security from entering the country.

Each individual has the right to contact any police station or the judiciary for the purpose of ordering a certificate regarding his or her criminal record, which will be sent according to the law, directly to foreign missions, to missions abroad or to international adoption agencies, depending on the available data.

It is the applicants responsibility to contact the relevant authorities to obtain the necessary police certificates or clearances. Each countrys procedures are different. Applicants may have to apply to more than one level of government or more than one agency - municipal, provincial, state, federal and the police, courts or similar governmental agencies for the police certificate. If a police certificate cannot be obtained from any of the countries on the list, provide a written explanation why and an original letter from the police authority confirming that it will not issue a certificate.

In most cases, you must contact the police or government to ask for a certificate. You may have to:

  • provide information or documents, such as photographs, fingerprints, or your addresses and dates that you lived in the country or territory, and
  • pay a fee.
