Procedure[edit]
You are an Abu Dhabi citizen or resident. You hold an Emirates ID or diplomatic card for embassy, consulate and international organisation as an official document instead of the Emirates ID. You hold a foreign driving license. You are over 18 years old. Depend on the license and your nationality you can transfer the license to Abu Dhabi driving license by the corresponding way. You can transfer it by online or in-person. Please follow the below guiding to do it:
- Prepare the required documents:
- Your photograph (passport size)
- Your passport (original + copy)
- Your Emirates ID or your Diplomatic card for embassy, consulate and international organisation as an official document instead of the Emirates ID. In this case, you must attach with the letter from the Ministry of Foreign Affairs valid for at least 6 months from the date of submission.
- Your foreign driving license (original + copy)
- Your Arabic translation of the foreign driving license (this can be obtained at any translation outlet in the city)
- A copy of your valid Abu Dhabi residency visa
- No Objection Certificate (NOC) from the sponsor except for the professions detail link and the diplomatic passport holders.
- Your valid eye test certificate (if applicable)
- Foreign driving license replacement by Online service
By this way, you must hold an Emirates ID. Please follow the steps to do it:- Register your user in Abu Dhabi Police e-Services by the link es.adpolice.gov.ae
- Sign in the e-Services by the link es.adpolice.gov.ae
- Enter the “Driver’ Services” in this portal
- Choose the service “Issuance of driving license or foreign driving license replacement”
Follow its prompts and complete its entire requirement to transfer the license to Abu Dhabi driving license.

- The driving license issued from GCC countries (KSA, Qatar, Oman, Bahrain, Kuwait) and you must be citizen of the same country.
- The driving license issued from Lithuania, Portugal, Hungary, Bulgaria, Latvia, Serbia, Luxembourg, Iceland, Slovakia, Cyprus, Hongkong, China, and Singapore. You must be citizen of the same country and hold a valid Abu Dhabi residence visa.
- The driving license issued from Romania, Germany, Italy, Switzerland, Poland, Filand, Spain, The Netherlands, Greece, Sweden, Belgium, Ireland, Turkey, Denmark, Autria, France, Great Britain, Norway, The USA, Canada, Japan, South Korea, Autralia, New Zealand, and South Africa. You must have a valid Abu Dhabi residence visa.
For exchanging Singapore driving license, you are required to complete the Knowledge Test. Other cases just follow the entire the concerned officer’s guiding to obtain your eye test certificate (if required), verify the license authenticity, open a traffic file and pay the applicable fee. When your name is called, you can receive your Abu Dhabi driving license.
- You have the license from the authorized countries but your nationality is not
You are required to complete the Knowledge test and the driving test before can get your Abu Dhabi driving license. - You have a foreign driving license but not from the authorized countries
- You should visit the Emirates Driving Company MAP, present the required documents. Follow all of officer’s guiding to open a driving file, sit a theory test by join in eight lessons of basic driving acknowledgement and perform theoretical test to apply for your learning permit.
- After the learning permit is obtained, you must take practical lesson. The number of lessons is dependent on the driver’s capability but is generally 30 hours for complete beginners, 20 hours for intermediate learners or 10 hours for advanced students. The lessons are conducted in a contained environment within a driving rink.
- Once you are ready to take the practical test, administered by the Emirates Driving Company, your instructor will give you a certificate of readiness, which you must present to the Emirates Driving Company to book your practical test.
- Once you pass your practical driving test, you must take your certificate to the Abu Dhabi Driver’s License Department in Mushrif (listed above) as proof of your completion and obtain your Abu Dhabi driving license.
- You have the license and nationality from the authorized countries
