Uganda - Obtaining a driving permit

Apply In-Person[edit]

Step 1: Apply for a Provisional Permit
This is a provisional driving license that allows the holder to learn how to drive a motor vehicle under the supervision of an instructor. This is issued for a renewable period of three months.

  1. Pick up the application form [this form is NOT for sale] from any of these centres; TLB branch offices, Banks, Face Technologies Offices and or download it from the URA Portal on this link
  2. Fill the application form and ensure you are examined by a registered medical practitioner for physical examination.
  3. Go to Uganda Revenue Authority Portal to generate the Learner’s assessment form (PRN)
  4. Go to the bank (of your choice) and pay appropriate fees UGX 30,000 for the Learners / Provisional Permit to URA account (the bank will provide the account number)
  5. Go to Face Technologies Office with the bank receipt [of (iv) above], together with dully filled application form [refer (i) above]
  6. Face Technologies will capture your Biometric features and then proceed to pay the required fees UGX 30,000 (cash) to Face Technology for producing Learners’ permit.
    Face Technologies will issue the Learners’ Permit after payment of the required fees

Step 2: Application for Driving Permit
This is issued for one year or three years and is renewable for similar further periods on expiry. Altogether, there are 12 existing classes, however only 4 classes are permissible for a beginner’s driver’s license. These include: Group B (Passenger vehicles up to 7 people and Goods vehicles up to 3.5 tonnes), Group A (Motorcycles), Group H (Agricultural Tractors) and Group F (Pedestrian controlled Vehicles).

  1. Go to Licensed driving school (of your choice) with your Learner’s Permit [issued in vii above] for the training
  2. You will be issued with a driving Certificate of Completion from the driving school upon successful training
  3. Go to URA Portal, TLB or Bank and generate Book Test assessment form (PRN) and proceed to the bank and pay appropriate fees as UGX 25,000 to URA for the Learner’s Test fees.
  4. Go to (IOV) Inspector of Vehicles together with your driving school certificate of completion [refer to ix above], the Driving instructor and receipt from the bank [ref to (x) above].
  5. The IOV will issue and send Certificate of Competence (CoC) to Face Technologies upon successful completion of the Driver test.
  6. Go to URA portal and generate a New /Full permit assessment form and proceed to the bank and pay the appropriate fee UGX 55,000 for one year full permit and UGX 150,000 a three year full permit
  7. Go to Face Technologies Offices with your Bank receipt to process the New / Full permit
  8. Face Technologies will verify and process the permit upon payment of the Driving Permit production fee to UGX 80,000 for one year permit and UGX 80,000 for three year permit
  9. You will be given a Temporary Paper driving license which will be valid for one month after which you will take it back so as to get the Real Driver’s License.

Apply Online[edit]

  1. You will need to visit the Uganda Revenue Authority Website at
  2. Scroll down and locate the Payment Registration link.
  3. Select option NTR and under Tax head, scroll down and choose Full Exchange D/P.
  4. Continue filling all parts especially those with a red start as they are mandatory, click accept and register and then on the next page, click print.
  5. Go to the bank you choose as your payment bank and enact your payment.
  6. Go to any URA branch; pick the Driver’s license application forms (Form A – Make sure to check box with Driving Permit Exchange and Form B – Medical form).
  7. Fill in the form A and take form B to the nearest eye care clinic or hospital for thorough checking on especially the eyes.
  8. Take back the filled forms together with your bank payment receipt and drop them to the URA branch of your choice.
  9. Go to Kyambogo Face Technologies, the official Driving permit processing centre after the period as recommended by the URA staff.
  10. You will be given a Temporary Paper driving license which will be valid for one month after which you will take it back so as to get the Real Driver’s License.

Required Documents[edit]

  • Application made on form TR VII (one copy) duly completed and signed by the applicant who must be of the age of 18 years and above.
  • Application Form UCDP1 must be completed and recommendation from medical practitioner required.
  • A certificate of competence for the applicant duly stamped and endorsed at the back by the Inspector of Vehicles (IOV) specifying the group(s) of vehicles the applicant is qualified to drive.
  • A valid provisional driving license should be attached.
  • A driving test revenue receipt should be attached.
  • In case of an exchange permit, the original national license (not international driving permit) which must be valid at the time of exchange must be attached

The driving license is issued to an applicant who is 18 years and above and it is issued to a learner driver who has passed a driving test.


  • Learner’s Permit UGX 30,000 payable at URA and UGX 30,000 payable at Face Technologies (Pty) Ltd
  • Test Fees (Each Class) 25,000 -
  • New Permit (1 Year) UGX 55,000 payable at URA and UGX 80,000 payable at Face Technologies (Pty) Ltd
  • New Permit (3 Years) UGX150,000 payable at URA and UGX 80,000 payable at Face Technologies (Pty) Ltd


The validity of the driving permit will either be for a period of twelve (12) months or three (3) years from the date of issue at the option of the holder

Processing Time[edit]

For Kampala, the applicant will receive the driving permit within 60 minutes while it will take up to 48 hours for upcountry offices

To acquire the driving license, it necessitates one to visit both the Uganda Revenue Authority (URA) Licensing office and Face Technology Centre.

Follow these steps:

Get Learner’s Permit.

  • Be prepared to provide copies of the following:
    • Valid National ID for Ugandan nationals
    • For other applicants from the East Africa Community: a valid National ID or passport.
    • For non EAC members: Valid passport, a visa valid for at least one year, Work permit, dependent pass or Student pass.
    • Fully filled Driving Permit Application/Medial Form (Form UCDP1) obtained from the or or or from any Face Technologies offices countrywide.
    • Payment Slip of UGX 30,000 for learners permit payable to Uganda Revenue Authority (URA).
    • UGX 30,000 cash payable at the Face Technologies offices.
    • The applicant’s bio-data, finger prints and facial image are captured and a
    • Learner’s Permit is issued (Valid for 3 months).
    • Go to any licensed driving school of your choice for training.

Take Driving Test

  • After training, you will be required to prepare and do a driving test. This is done at any of the driver testing centres countrywide.
    • Present a valid learner’s permit.
    • Payment Slip of UGX 25,000 for test fees payable to URA.
  • On passing the test, the applicant will be issued with a Certificate of Competence (CoC) which will then be sent to Face technologies for verification. If the applicant fails the test, he/she will be advised to go back for further training and return for the test at a later date.

Processing full permit

  • On passing the driving test, the applicant will proceed to process the full permit:
    • Present the stamped learner’s permit.
    • Payment Slip of UGX 150,000 (for 3 years) or UGX 55,000 (for 1 year) for full permit payable to URA.
    • The applicant is verified and the full permit is processed.

  • Taking an individual’s biometrics which involves scanning their fingers to verify their finger prints, taking their passport sized photographs, and their electronic signature which appears on the permit

Need for the Document[edit]

  • The driving permit is issued as an authority to allow a person to drive a motor vehicle of any class on a road in Uganda.
  • No person is be allowed to drive a motor vehicle on road in Uganda unless he is the holder of a valid driving permit or a provisional license endorsed in respect of that class of vehicle.
  • Any person driving a motor vehicle on a road is required by law carry his driving permit or provisional permit, and on being so required by a police officer, produce it for examination.
  • The driving permit shows compliance with Uganda’s traffic laws regarding driving.

The driving licence can be used as can be used as proof of identity.

Face Technologies (Pty) Ltd is a South African based company that was contracted by the Government of Uganda through the Ministry of Works and Transport in 2003 for the ‘Designing, Printing and Supply of Computerised Driving Permits’ in Uganda a self-financing - Build, Operate and Transfer (BOT) basis.

Face Technologies was tasked to establish, operate and maintain a system that would convert the old paper permits, renew expired permits, and issue new permits and exchange foreign permits into local driving permits on behalf of the Government.
