Philippines - Obtain a No Record of Marriage Certificate

The CENOMAR, or Certificate of No Marriage Record, or Certificate of Singleness is one of the most requested documents as requirement in almost transactions or official documentation such as marriage, passport and travel purposes, employment abroad or overseas, school requirements, benefits and loans, US embassy verification, etc. If you are a Philippine citizen and in single status, you or your representative can apply for a No Record of Marriage Certificate either by Online at e-Census Portal and PSA Helpline Portal or by In-person at Census Serbilis Center and SM Business Center. Please read the guide below to understand how to obtain a No Record of Marriage Certificate in Philippines:


The CENOMAR can be in-person obtained at either the PSA Serbilis centers or the SM Business Service Centers.

  1. Prepare the requirements:
    • One of the valid IDs as Postal ID, Student ID or library card signed by the school authority, the Current company/employee ID with signature of the employer or authorized representative, Driver’s license, Senior Citizen ID, NBI Clearance, Philippine passport, Police Clearance, SSS ID, GSIS ID, License issued by the Professional Regulatory Commission (PRC), or Integrated Bar of the Philippine (IBP) ID;
    • The Authorization letter of the CENOMAR owner, your representative valid ID (if the applicant is your representative).

  2. In-person obtain the CENOMAR:
    1. In PSA Serbilis centers
      Visit a suitable PSA Serbilis center Directory and get the CENOMAR application form (white) and your queue number from the Information Marshall or you can download the application form in the link link. Complete the application form and submit it with the required documents at the Screener’s Desk. If the accuracy, consistency, and legibility of the application are approved, the screener will stamp your application form with “Okay for Payment”. Now you can pay the applicable fee at the Cashier and get the Official Receipt with a stamp containing the date and time of release. Please understand that how fast you receive the CENOMAR will depend on whether the request is for a converted or unconverted document. Therefore, you can obtain your CENOMAR within 2 hours after you submitted your application or take up to 10 working days of processing.

    2. In the SM Business Service Centers
      Visit the nearest SM Business Service Center Map and line up in front of the section that processes civil registry documents. Present the required documents and get the CENOMAR application form then fill it out. Submit the application form and pay the applicable fee. After payment, you will be issued the Official Receipt and claim stub indicating when you can receive the request document. It may take 4 to 6 days for CENOMAR to be processed and released at SM Business Service Center.

By Online[edit]

You can obtain the CENOMAR by online through either e-Census Portal or PSA Helpline. The e-Census can deliver CENOMAR in Philippines and anywhere in the world while the PSA Help delivers CENOMAR only within the Philippines.

  1. Via e-Census
    Please enter the Online Portal link and click the button “Click here to request now”, accept terms and conditions to go to the next page. Follow the its prompts to enter the requested information in the “Contact and Delivery Information” form; Choose the button CENOMAR to start making a request; Fill out the online application form; and make a payment either over the counter in designated banks or via online payment channels. Now you can wait for the delivery. How quickly the CENOMAR will be delivered to you depends on your delivery address: 3-5 working days if you are in Metro Manila, 4-9 working day if you are in other cities/provinces in the Philippines and 6-8 weeks if you are in other countries.

  2. Via PSA Helpline
    Please enter the PSA Helpline website link, click on the button “Order Now” at the lower left corner. Follow its prompts to choose Certificate of Singleness CENOMAR in the presented PSA certificates, choose the purpose of your request then fill out the PSA CENOMAR application form. Enter the name of the requester (your name or your representative name will have different options). Enter your contact information and delivery address in the designated fields. If you are not available to receive the certificate, you can add up to 3 representatives who will receive it for you by presenting his/her valid ID as well as your valid ID and authorization letter. Perform your payment and wait for the document.

A Certificate of No Marriage (CENOMAR) is simply what its name implies. It is a certification issued by the National Statistics Office (NSO) stating that a person has not contracted marriage. The NSO is the central repository of among others, marriage records in the Philippines. It receives copies of marriage certificates from local civil registrars pursuant to the duty of the person solemnizing the marriage to send the duplicate and triplicate copies of the marriage certificate not later than fifteen days after the marriage, to the local civil registrar of the place where the marriage was solemnized.

  • When requesting for a CENOMAR, the interested party shall provide the required information to facilitate verification and issuance of certification.
  • Pay the required fees and submit the required documents.

The certificate of singleness, also known as CENOMAR, is a piece of paper assuring that you are indeed single. Yes, its actually a legal document in the Philippines, something you can request for. These days, anybody can masquerade as a single person; even married men or women, who have two or three kids and have been married for ten years, can pretend to be single just to get what they want. Of course, the CENOMAR can be one way for you to ascertain that you are not being fooled.

Other uses of the Document/Certificate[edit]

At times, a CENOMAR may be required if your future spouse is applying for a fiancee visa in your behalf. Moreover, Philippine embassies may also require a CENOMAR for Filipino nationals who wish to get married in a foreign country or in the Philippine Embassy within the foreign country.
