Philippines - Obtain Career Service Certificate of Eligibility

Procedure[edit]


Please follow the guide below to obtain your Career Service Certificate of Eligibility:

  1. Verify the availability of your CoE
    After passing the civil service examination, you cannot immediately claim your CoE. You can only claim the CoE once the Commissioned announced its availability. There is no deadline in claiming your certificate. To verify the availability of the CoE, please contact the nearest CSC office by refers to the link to know their contact numbers and email address. You can only personally claim the certificate and your representatives are not allowed to do it.

  2. Prepare the requirements:
    1. The temporary CoE
      • One of your valid ID, it should be the same card your presented during the filing of the exam application;
      • Your application Receipt and/or CSC Official Receipt (if available).
    2. The regular CoE
      • Two of your valid ID. They can be two of the below documents:
        * Driver’s License;
        * Passport;
        * PRC License
        * SSS ID;
        * GSIS ID (UMID);
        * Voter’s ID/Voter’s Ceritifications;
        * BIR/Taxpayer’s ID;
        * PhilHealth ID;
        * Company/Office ID;
        * School ID;
        * Police Clearance Certificate;
        * Postal ID;
        * Barangay ID;
        * NBI Clearance;
        * Seaman’s Book
        * HDMF Transaction ID;
        * PWD ID;
        * Solo Parent ID;
        * Senior Citizen’s ID;
        * Alien Certificate of Registration Identity Card (ACR I-Card); and
        * CSC Eligibility Card.
      • Your application Receipt and/or CSC Official Receipt (if available);
      • One of your 1x1 picture with name tag and signature;
      • Duly accomplished Eligibility/Exam Records Request Form (ERRF) and Declaration Form (DF) EPRF and DF.
  3. Obtain the CoE
    Visit the Civil Service Commission Office Directory link. Depend on the type of the certificate that you claim, please follow the entire officer’s guide to obtain the certificate.
    Please fill-out the ERRF and DF forms (if needed), the officer will issue an Order of Payment. Pay the applicable fee (if needed) then wait for the Official Receipt (OR). Present the OR to the verification officer. He/she will verify data and information based on the records. If the records are accurate, the encoder will encode the examination and personal details. He/she will print the certificate. The supervisor will review the data and affix initials on the file copy of certification. The CSC Regional Director will affix his/her signature on the certification. After securing the copies of the certificate and the submitted identification cards, the releasing officer will release the certificate. Please affix your signature on the release portion of the ERRF or file copy.

Eligibility[edit]

  • A Filipino citizen 18 years old or above who wants to work in the government; and
  • Passed the Civil Service Examinations either through Paper and Pencil Test (CSE-PPT) or Computerized Examination (CSC-COMEX).

Fees[edit]

  • For the Temporary CoE: Free
  • For the regular CoE: Php100 applicable fee

Validity[edit]

  • For the Temporary CoE: 2 years from its issuance.
  • For the regular CoE: No expiration.

Processing Time[edit]

The whole process of the issuance of the certificate of eligibility may take 32 minutes under normal circumstances. It may also take longer depending on the number of applicants

Instructions[edit]

You are a Filipino citizen 18 years old or above who wants to work in the government. You passed the Civil Service Examinations either through Paper and Pencil Test (CSE-PPT) or Computerized Examination (CSC-COMEX). You can obtain the Career Service Certificate of Eligibility (CoE) at a suitable CSC Regional or Field Office. There are two types of CoE, the temporary CoE and regular CoE. The former is given free of charge to Civil Service passers and printed on a regular paper with the Commission’s letterhead. Likewise, this temporary CoE is only valid for two years from the date of its issuance and cannot be authenticated. The latter type costs Php100, is printed on SECPA or security paper and can be authenticated. Moreover, the regular CoE has no expiration and it is usually the one preferred by government agencies.

Need for the Document[edit]

A Certificate of Eligibility is a document issued by the Civil Service Commission (CSC) that proves that you are a Career Service Professional or Sub-professional.

Authentication of Certificate of Eligibility

An authenticated copy of the certificate of eligibility is the one preferred by government agencies. Upon receiving the copies of your certificates, you may proceed to authenticate them. Follow the guide below to do it:

  • Fill-out a copy of ERRF then submit it to ERS-IRMO Action Officer. He/she will issue receive/review accomplished ERRF; issue Order of Payment and advise you to pay to the Cashier.
  • Pay to the cashier the required amount for Php50 each copy. The cashier will now process the payment and issue OR.
  • Present the OR to the verifiers/validators and wait for the request to be processed.
  • If the record is accurate, they will photocopy the CoE or Report of Rating (RoR) and the Identification cards.
  • The supervisor will now review the data and authenticate the certificates.
  • Go to the ERS-IRMO Releasing Officer. He/she will release the authenticated copy of CoE and RoR. Affix your signature on the release protion of the ERRF or file copy.

Other uses of the Document/Certificate[edit]
