- Step I write an application
(i)Application for obtaining Air Travel Organisers Licence (ATOL) has to be made in writing to the Director General either in a hard copy or Electronically to Nigerian Civil Aviation Authority (NCAA).The application is then signed by a person duly authorized by the applicant or his agent.
- Step II Attach all the required Documents.
Attach on the application all the necessary information that is required by the licensing regulatory Authority (NCCA).
- The application for obtaining ATOL should contain inter alia the following information;
(a) Types of Travels and Tours
(b) Principal Catchment Areas
(c) Principal Destination(s)
(d) Flight Arrangement The application is to be submitted to the Director General, Nigerian Civil Aviation Authority (NCAA) before six (6) months to the expected date of utilization of the Air Travel Organisers Licence (ATOL).
- Step III payment
An ATOL Certificate holder must be issued immediately to the consumer upon taking any payment either by the ATOL holder or its authorised agent. ATOL holders need to ensure that their agents have the ability to issue an ATOL Certificate if they cannot create one using the ATOL holders own booking systems. The Confirmation must be received by the consumer within 3 days of payment being accepted from the consumer and the ATOL Certificate being supplied.
- Step IV decision of the Authority
The Authority if satisfied that the applicant has complied with the requirements for the grant of the ATOL, shall grant the ATOL certificate which is valid for a period for a period of two (2) years and subject to renewal every two years and on such terms and conditions as may be specified by the authority from time to time.
- The agreement must be made between the principal ATOL holder and the a client containing all the terms and conditions governing ATOL, including the terms mandated by the CAA and published in the CAAs Official Record Series 3 pursuant to ATOL Regulation.
- The law requires that the Operating Licenses should be published in the Official Journal of the the Federal Government of Nigeria
- It provides a right of appeal to the Commission against any refusal, and requires that decisions by States to grant or revoke the ATOL. .
The Licensing Regulation requires licensing authorities to deal with any application promptly and in any event not later than three months after all the necessary information has been provided; and that a decision (with reasons, in the case of a refusal) should be given to the applicant.
The following supporting documents are required for processing Air Travel Organisers Licence application: (a)Four (4) copies of certified true copy of the certificate of incorporation of the company
(b) Four (4) copies of certified true copy of:
- The memorandum and articles of association
- Particulars of the Directors of the Company (Form CAC7)
- Statement of Share Capital or Return of Allotment (FormCAC2) with minimum PAID-UP share capital of five million(N5,000,000) Naira;
(c) Four(4) copies of the current tax clearance certificates of the company and of each of the directors (original copies of the documents should be submitted for sighting
(d) Performance Bond of N7.5 million from a Bank or Insurance company. The Bond should cover the two (2) year validity period ofthe ATOL when issued
(e) An Audited Statement of Accounts for the last three (3) years for an existing company or certified opening balance sheet in case of new business
(f) Publication of Notice of the application in two (2) national daily newspapers. The publication should contain information on the application submitted to the Authority for the grant of an ATOL.
(g) Receipt of payment of N500,000 non-refundable processing fee to the Authority

It is eligible for residents/citizens of Nigerian engaging in Air Transport Business
payment of processing fees of N500,000 non-refundable should be paid to the Authority.

It is mandated for all travel organizers, those tour operators whose primary mode of transport is air (but not airlines themselves), must hold a license.

Need for the Document
All Travel companies in Nigeria selling Air Holiday package and Flights tickets are required by law to hold a License called Air travel organizer's license(ATOL), This is granted to a company after meeting the NCAA License requirements.
ATOL Scheme is a statutory system covering most travel providers who sell air travel. Its purpose is to protect the public from losing money or being stranded abroad because the travel provider that they have booked to travel with fails. The ATOL Scheme confirms that the holders of a license is protected from money loss and can get back home even if the travel company collapses.
An Air Travel Organiser's Licence (ATOL) is required by law when a firm sells: without which they may not legally sell air travel.
- a flight package which it has organized itself
- a flight from the Nigeria plus overseas accommodation and/or overseas car hire (Flight-Plus)
- flights where a scheduled airline ticket is not issued straight away
Travel agents selling flight packages and flights as an agent for ATOL holders do not require their own ATOL, provides that these sales are documented correctly.
No person shall organize tour operations for the purpose of holiday travels,tour packages, special events, religious pilgrimages unless in accordance with the provisions of an Air Travel Organisers Licence (ATOL) or other authorization issued by the Authority in Nigeria.
