Procedure[edit]

Applying process in Niger for citizen and non-citizen.

A. Apply in-person
  1. Applicant shall apply in person at “Court of Appeal”.

  4. Applicant shall go to the respective office. Don’t forget to take the required copy of documents along with originals to the office.
  5. Please follow as per authorities guidelines and submit the completed application along with documents. Applicant should pay for any charges if required as advised.
  6. This application will be processed by respective department.
  7. The certificate can be collected from the office where applicant applied in-person upon notification or issued as per norms.


Applying process - overseas for citizen and non-citizen.

A. Apply through embassy or consulate in-person
  1. Applicant can apply at their nearest embassy or consulate in person. Link for contact : link
  2. Application form can be obtained from the embassy. Call the office and fix appointment for personal visit. Also find out the details for this procedure.
  3. On the scheduled date, go to the office with all the document in original and in copy. Please follow as per officer guidelines to process your application.
  4. This application will be processed by the respective department. The completed certificates are forwarded to the concern.
  5. Applicant shall collect the certificate with the respective office upon notification or can get it delivered as per norms applicable.


B. Apply through representative
  1. Applicant shall apply through a representative on their behalf at the ““Court of Appeal”.

  4. The mandated person should be entrusted with the written authorization.
  5. Representative should go to the respective office. Don’t forget to take the required copy of documents along with originals to the office.

  7. This application will be processed by respective department.
  8. The certificate can be collected from the office where applicant applied in-person upon notification or issued as per norms.

Foreign national

  • A copy of your passport while living in Niger.
  • A copy of your permit of stay in Niger, passport number and place of issue as well.
  • Proofs of legal stay (copy of passport held during the said period with respective stamp and seal).

Eligibility[edit]

  • Applicant with valid passport and a valid address proof.
  • Age: 16 years and above. In case of minors, the application must be submitted by the parent exercising parental authority, if the minor has not turned 16 years.
  • The current address of the applicant must be same as in the passport and other supporting documents.
  • Applicants who are in need of residential status, employment or long term visa or for immigration to a foreign nation.

Local Requests

  • If you are a citizen of Niger, you must send an application for an Extrait du casier judiciaire to the Court of Appeal.
  • If you are a foreign or former resident, you must send an application to the Senior Registrar of the Court of Appeal.
  • You must present one of the required documents.
  • Also you must pay the required fees.

Non-Resident Requests

  • Your application must include a copy of your identity document certified by an embassy or consulate of Niger. You may submit the application yourself or you may designate someone you know or someone with notarized authorization to submit it for you.



Required Information[edit]

  • Your full name as on your birth certificate including your maiden name if applicable
  • Your date and place of birth (or a copy of your birth certificate)
  • Your current address
  • All addresses at which you have lived at in Niger and when you lived there
  • The place and purpose for which you require the Certificate
  • The applicant must specify the parentage of the applicant (names of father and mother).

Need for the Document[edit]

A police certificate is an official document issued by police or government agency of a country to enumerate any criminal records that the applicant may or may not have. Criminal records may include arrest, conviction, and possibly criminal proceedings.

The criminal record, that is the statement of all the records of convictions for crimes against a person, offenses and misdemeanors of the third class (over ten days imprisonment or a fine of more than 50.000F) and reveals its history court.

There are three types of extracts known criminal record bulletins (B1, B2 and B3):

  • Bulletin No. 1, which is issued only to judicial authorities
  • Bulletin No. 2, which is issued to governments,
  • Bulletin No. 3, which is issued only to the person concerned, shall in no case be granted to a third party.

Residents (citizens): Send an application for an Extrait du casier judiciaire to the Court of Appeal to the address above.

Non-residents and non-citizens: Send an application to the Senior Registrar of the Court of Appeal, at the address above.

Provide: extract of your birth certificate, your Identity card, a document listing your mothers name, or a passport or national identity card, if you live in a country that is a member of the West African Economic and Monetary Union, and the required fees.

If you live outside Niger: Your application must include a copy of your identity document certified by an embassy or consulate of Niger. You may submit the application yourself or you may designate someone you know or someone with notarized authorization to submit it for you.



Other uses of the Document/Certificate[edit]

An excerpt from Bulletin No. 3 criminal record dating less than three months is still required especially in the following cases:

  • To obtain a scholarship;
  • To bid for the award of public works or markets;
  • To open a private school;
  • To apply for a public or private employment;
  • When you are a candidate for elective office, when is proposed for honor;

Bulletin No. 1 directs the judicial authorities in the enforcement of sentences on recidivism.

How to rectify any criminal record?

Anyone can correct an endorsement on his record by a written request.

The request for correction is addressed to the presiding judge or court that issued the certificate of good conduct.

If the request is accepted, the costs are borne by the person who was the cause of the erroneous entry if he was named in the proceeding. Otherwise, or that of his insolvency, they are borne by the public purse.

In case the application is rejected, the applicant shall pay the costs.

Mention the decision is made in the margin of the judgment or the judgment to which the application for rectification.
