Apply In-Person:

  1. To obtain permission for recycling or treatment of Solid Wastes in person, the proponent has to visit the Regional office of the Kerala State Pollution Control Board.
  2. The Regional Office can be visited or contacted with the help the link given below: Link
  3. Visit the Regional Office and get the Application form or refer the “Documents to use” section in this page.
  4. Please fill the application with information and details as applicable for obtaining permission for Recycling or Treatment of Solid wastes. Tick mark “Recycling” or “Treatment option (as per your wish) under ‘Authorization required’ part of the application form. Then, it should be attested with the applicant’s signature.
  5. Make sure that you have all the documents that are listed in “Required Documents” section of this page. Attach all the important documents mentioned and those relevant to your need.
  6. Then, it should be submitted at the office of the Kerala State Pollution Control Board which will be further forwarded to the concerned officials. They would check the application and attached documents if there is any deficiency.
  7. Once when all the furnished information is found sufficient by the Engineer or officer concerned, the report shall be submitted to the Board within 24 hours without fail.
  8. After further processes, the hard copy of the signed Authorization order shall be despatched from the Board within a day of approval, to the proponent.



Apply Online - Kerala Obtain Permission or License for Recycling or Treatment of Solid Waste Online with Images

  1. To obtain permission for recycling or treatment of Solid Wastes, you have to visit the OCMMS module in KSPCB website using the following link: Link
  2. If you already have an Industry registration, click the “Industrial login” radio button in User login tab and enter the user details, click “Login” button.
  3. Else, make a new registration by clicking on “New Industry Registration” button in the “User Login” tab.
  4. Select “Industries Establishment” radio button. Fill all the fields asked in both the “Industry Details” and “Occupier Details” and click on “Save” button. Your “User ID” and an one time “Password” will be provided which can be changed later. Else, enter the details as per the requirements in the registration module.
  5. Registration details will appear, click on “Print” and save the details for later use. Or the details will be displayed on the top of the screen, note it down.
  6. Then, click “Home” tab at the left side of the page to login. Click on “Industry login” radio button and login using the Username and Password.
  7. After logging in, you will have to change the existing password with a new one and then log in again using the Username and changed password.
  8. In the homepage, click on “Waste Management” tab (present at the top). Then, click on “Apply Authorization” tab on the left side and then select “Municipal Solid Waste” option in the drop-down menu that appears. Application module with required tabs will open.
    • NOTE: The “Apply Authorization” tab is temporarily unavailable.
  9. Please fill the application with information and details as applicable for obtaining permission for Recycling or Treatment of Solid wastes. Select “Recycling” or “Treatment” option (as per your wish) under ‘Authorization required’ field of the application.
  10. After filling each tab, you will be asked a question whether to save the application as “Completed” or “In Progress”. Select “In Progress” and Click “Save” button, so that the details can be saved and used for filling application in future.
  11. Now, “Documents” tab will be opened. Click “Upload” button to upload the necessary documents by clicking on “Choose File” button. Once all the documents are attached, click “Save“ button and proceed.
  12. If any additional document needs to be added, it can be added in the next page by entering the name of the document in the field provided and clicking “Choose File” button, then “Save” button.
  13. After completing this, click on “Exit” button. Finally, click on “Complete” button and the “Save” button, so that the application is completed and submitted successfully.
  14. After successful submission of the application, it will be taken to the glance of District Environmental Engineer (DEE) for verification and further processes. If the DEE finds any mistake in the application or documents attached, it will be returned to the industry and the industry can find it in the “Completed Application” tab in the OCMMS module.
  15. And if the authorization has been sanctioned, the User can view and download the certificate by clicking on “View Authorization Certificate”.



Apply through Centres:

  1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
  2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
  3. It is advised to take the documents in original to the kiosk for scanning purposes.
  4. The operator will process the application online.
  5. On successful submission, the applicant will receive an application number as acknowledgement.
  6. An inspection will be held to check the premises by the authorities.
  7. The status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
  8. If verified, the license will be hand delivered or sent through post to the address mentioned while applying in a stipulated period of time.

EligibilityEdit

  • Industries applying for the Authorization should possess valid Consent to Establish or Renewal of consent order.
  • The Occupier applying for the authorization must be familiar with the technology selecting criteria for Treatment of solid wastes which is available in the link below: Link

Processing TimeEdit

SPCC or SPCB issue the authorization within a period of sixty days in Form II to the applicant or occupier, on receiving all the information pertaining to the authorization.

InstructionsEdit

  • SPCC or SPCB suspend or cancel the authorization any time, if the local body or operator of the facility fails to operate the facility as per the conditions stipulated.
  • The local body shall be notified prior to the cancellation of authorization.
  • It has to be ensured that applicants should not have submitted applications for Municipal Solid Waste authorization using more than one User Id for the industry location.
  • Any unauthorized change in personnel, equipment or working conditions as mentioned in the application by the person authorized shall constitute a transgression of his authorization.
