Procedure
Apply Online
- To Register for Director General (DG) Shipping, the applicant has to make the application online via the following link link
- The applicant has to click “E – Governance” tab, and select “Seafarers Registration” form the drop-down menu.
- Next click on “New User” and select the registration category from the drop-down menu.
- Then enter INDoS number and date of birth from the drop-down menu.
- The applicant must fill in all the necessary details in the application form.
- Review and submit the application.
- Within 24hours the user Id and password would be emailed by E-Governance to the registered email address.
- Then Login in to seafarer’s profile and go to "update seafarer profile".
- Update your latest and active mobile number and email address. Go to "Documents" tab & click on "Upload Documents"
- Ensure that all the documents are uploaded as per the instructions ((If all documents are not uploaded, system will not process the case further)
- The online system will automatically filter and fetch all the eligible candidates for processing of the relevant certificates. NO application needs to be submitted.
- Pay the prescribed fee if requested.
- The candidates will receive a system generated email after successful generation of certificates.
- This entire process can be completed within 7 - 15 days or as per the timeline advised by the respective department authority.
Apply In-Person:
- To Register for Director General (DG) Shipping, the applicant must approach the nearest Mercantile Marine Department (MMD) office of DG Shipping – link
- An application form will be provided to the applicant by the concerned officer.
- The applicant must fill in all the necessary details in the application form. (Incomplete applications are not accepted)
- Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
- The applicant must attach the photocopies of the required documents along with the application form while submitting.
- Submit all the documents with the completed form to the concerned officer.
- The applicant must pay the prescribed fee as requested by the authority.
- After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
- All applications are processed within a reasonable time, having regard to the circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
- The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
- Once the authority satisfies with the application, the authority will issue the registration certificate.
- This entire process can be completed within 7 – 15 or as per the timeline advised by the respective department authority.

Eligibility
To register for the Director General (DG) Shipping, the applicant must be an Indian citizen and meet the following eligibility criteria:
- The applicant must have a bachelor's degree in any discipline from a recognized university.
- The applicant must have at least 10 years of experience in the shipping industry, in a supervisory or managerial capacity.
- The applicant must have a valid passport and seaman's book.

- The applicant has to pay the prescribed fee as per the authority’s request.

Need for the Document
- Registration with the DG Shipping is mandatory for all Indian ships and seafarers. Registration of ships provides proof of ownership and nationality, and allows the ship to fly the Indian flag. Registration of seafarers provides proof of their qualifications and experience, and allows them to work on Indian ships.
