Procedure[edit]

PROCESS FOR CITIZENS AND NON CITIZENS OF CAMBODIA – FOR BOTH WHO LIVE IN CAMBODIA AND OVERSEAS:

I. Applying procedure in Cambodia
a. Apply in person
  1. Applicant shall apply at the Ministry of Justice office.
  2. Link for contact: contact link please use the details as per page to locate the office for applying.
  3. Go to the respective office. Don’t forget to take the required copy of documents along with originals to the office.
  4. Please talk to the authority for your requirement. As per authorities advice one has to submit the application(if required) along with documents.
  5. Applicant should pay for the certificate as advised.
  6. The certificate can be collected from the office where applicant applied in person upon notification.


II. Applying procedure from overseas
a. Apply thorough authorized person
  1. Here the applicant is the individual being authorized by the person who wants this certificate.
  2. Applicant authorized individual in Cambodia can apply with the Ministry of Justice office on behalf of the candidate.

  4. Go to the respective office. Don’t forget to take the required copy of documents along with originals to the office.
  5. Please talk to the authority about the requirement. As per authorities advice one has to submit the application(if required) along with documents.
  6. Applicant should pay for the certificate as advised.
  7. The certificate can be collected from the office where applicant applied in person upon notification.

Required Documents[edit]

Country specific

  • Application in writing as per requirement
  • Valid passport
  • Visa as required
  • Valid identity document (identity card, passport, driving license).
  • Your birth certificate.
  • Your marriage certificate (if you are a woman).
  • Your proof of residency (foreigners).
  • Any other additional document (e.g., an identity card) if available.


Foreign national

  • A copy of your passport while living in Cambodia.
  • A copy of your permit of stay in Cambodia, passport number and place of issue as well.


In general

  • Valid citizen proof (respective ID’s issued by respective nation)
  • Passport size photographs
  • Birth certificate (as per requirement)
  • Proofs of legal stay (copy of passport held during the said period with respective stamp and seal)
  • Email ID (useful to communicate issues with respect to your application.
  • A self-addressed envelope with or without stamps (as required)
  • Valid contact number (applicant can be communicated)

Eligibility[edit]

  • Applicant with valid passport and a valid address proof.
  • Age: 16 years and above. In case of minors, the application must be submitted by the parent exercising parental authority, if the minor has not turned 16 years.
  • The current address of the applicant must be same as in the passport and other supporting documents.
  • Applicants who are in need of residential status, employment or long term visa or for immigration to a foreign nation.


Fees[edit]

  • Starts with 250 000 riel for non citizens.
  • Authorities will provide fees information.
  • Fee varies for case to case. Updated fee requirement will be provided by respective authorities while applying.

Instructions[edit]

Applicants can authorize someone to apply for the Police Certificate for him/her. The applicant should complete an authorization form (the sample of the form is available at Criminal Office at Ministry of Justice), who can submit the completed forms at the Criminal Office. However, if the applicant is in Cambodia, they will be required to submit the form for themselves.

Need for the Document[edit]

  • Many jobs around the world require criminal background checks/police clearances from prospective employees as part of their vetting process.
  • They are also required by some countries as part of their visa application process.

Resident citizens: Apply in person at the Office of Criminal Records in the Ministry of Justice in Phnom Penh. If you are not living in Cambodia, you must provide an authorization letter to a local representative who can act on your behalf.

Fee: For normal service, 20 working days from the date of submitting the application. The fee for a Cambodian citizen is about USD2.50 (10,000 riel) and for non-Cambodians the fee is about USD62.50 (250,000 riel).
Fast service: It takes 12 working days from the date of submitting the application. The fee for a Cambodian is about USD10.00 (40,000 riel) and for a non-Cambodian the fee is about USD125.00 (500,000 riel).

Resident citizens outside Phnom Penh
Relevant document: ‘Police Certificate’ or ‘Certificate of Behavior’.
Resident citizens residing outside of Phnom Penh: Apply to the Chief of Police of the local police authority.
Fee: For normal service, 20 working days from the date of submitting the application. The fee for a Cambodian citizen is about USD2.50 (10,000 riel) and for non-Cambodians the fee is about USD62.50 (250,000 riel).
Fast service: It takes 12 working days from the date of submitting the application. The fee for a Cambodian is about USD10.00 (40,000 riel) and for a non-Cambodian the fee is about USD125.00 (500,000 riel)

All non-citizens
Relevant document: ‘Criminal Record’.
Resident Non-citizens: Apply in person at the Office of Criminal Records in the Ministry of Justice in Phnom Penh. If you are not living in Cambodia, you must provide an authorization letter to a local representative who can act on your behalf.

  • Resident certificate (issued by local Commune or Sangkat Chief)
  • Passport bio-data page
  • Copy of Cambodian visa

Other uses of the Document/Certificate[edit]

Can be used when applying for a Permanent Resident

In many immigration cases you may be requested by relevant Government to present Police Clearance Certificate from another country where you have resided for some time. If you are going through immigration process, you will definitely be asked for such a certificate.

It is the applicants responsibility to contact the relevant authorities to obtain the necessary police certificates or clearances. Each countrys procedures are different. Applicants may have to apply to more than one level of government or more than one agency - municipal, provincial, state, federal and the police, courts or similar governmental agencies for the police certificate. If a police certificate cannot be obtained from any of the countries on the list, provide a written explanation why and an original letter from the police authority confirming that it will not issue a certificate.

A Residence Certification Letter is required when applying for a Police Certificate. To obtain this document, foreigners should go to the local commune (sangkat) office where the applicant resides/ resided in Cambodia to request the letter. There is a no-standard administrative fee for the provision of this letter.
