Procedure[edit]
- Exporters need to apply for the certificate at the Export-Import Department, Ministry of Commerce. The procedures of the application for Certificate of Origin could be found in Prakas No. 112 MOC/SM 2013 on Revision of Certificate of Origin Issuance Procedures.
- For preferential C/O, the exporter or his authorized representative must submit a written application for the Certificate of Origin together with appropriate supporting documents proving that the products to be exported qualify for the issuance of a Certificate of Origin.

Required Documents[edit]
Shipment by AIR:
- Completed application form
- Payment receipt
- Invoice and packing list
After the goods have been exported, the following documents must be submitted:
- Airway Bill
- Bill of Lading
- Joint Inspection Report of CUSTOMS and CAMCONTROL
- Export License (for goods that falls under Sub-degree 209 dated 31.12. required to have export license)
- Cambodia Outward Declaration
- Companys Letter of Authorization of its representative
Shipment by Truck:
- Garment, Textiles, Footwear and other ( Bag, Hat):
- Completed application form
- Payment receipt
- Invoice and packing list
- Airway Bill
- Bill of Lading
- Joint Inspection Report of CUSTOMS and CAMCONTROL
- Cambodia Outward Declaration
- Companys Letter of Authorization of its representative
- Handicraft and Agriculture:
- Completed application form
- Invoice and packing list
- Bill of Lading
- Cambodia Outward Declaration
After the goods have been exported, the following documents must be submitted:
- Certificate of Quantity of CAMCONTROL
- Customs Declaration
- Receipt of Payment for Admin - Fee
- Proof document of Originate of Material of Goods (In case of Rice and other Agricultural Products)
Shipment by Truck-AIR:
- Completed application form
- Payment receipt
- Invoice and packing list
- Inspection report
- Companys Letter of Authorization of its representative
After the goods have been exported, not later than 30 days the following documents must be submitted:
- Bill of Lading
- Joint Inspection Report of CUSTOMS and CAMCONTROL
- Cambodia Outward Declaration

Fees[edit]
Generally, the companies applying for a C/O need to pay for Export Management Fee (EMF), Public Service and Administrative Fee.
- C/O Form N:
- Admin Fee: 30 USD
- Service Fee: 8 USD
- C/O Form A:
- Admin Fee: 50 USD
- Service Fee: 8 USD
- Other Form:
- Admin Fee: 50 USD
- Service Fee: 8 USD
For garment products under 2,000 PCS or Footwear under 200 PRS:
- C/O Form N:
- Admin Fee: 10 USD
- Service Fee: 8 USD
- C/O Form A:
- Admin Fee: 15 USD
- Service Fee: 8 USD
- Other Form:
- Admin Fee: 15 USD
- Service Fee: 8 USD
NOTE: EMF varies according to the products and exception for export of products at the value under 6,000 Euro for European countries and under 800 USD for other countries.

Cambodia issues different types of Preferential Tariff Certificate of Origin:
- ASEAN-Australia- New Zealand: Certificate of Origin form AANZ
- China: Certificate of Origin form AC
- India: Certificate of Origin form AI
- Korea: Certificate of Origin form AK
- Japan: Certificate of Origin form AJ
- Vietnam: Certificate of Origin form S
- General System of Preferences (LDC and LLDC): Certificate of Origin form A
Non-Preferential Tariff: Can be issued using Certificate of Origin form N
