Birth declaration is done at the parents� civil status office. For babies born abroad, whose parents are Albanian permanent residents, the birth declaration is done at the Albanian Consulate Service in the country that they were born in or when this is not possible it is done at that country�s civil status office. For every birth declaration that is done within 60 days from the day of birth, the parents get a reward of 5000 leke, (90 days are permitted for babies born abroad).

EligibilityEdit

It is a legal requirement that you register the birth of your child.

If you live outside Albania you need the birth certificate legalized by the Albanian Embassy, if is possible just apostille the document translated by official translator (you can do than in Albania) and register your child in the same district office of the parents, (or one of them are registered).

InstructionsEdit

  • Registering a newborn in Albania: the parent must obtain the Certificate of Assistance in Birth from the Maternity and apply at the Office of Civil Status to register the child in the act of Births Record, and in the online National Registry of Civil Status.
  • Registering a child born outside Albania outside Albania: the requestor must obtain an apostille to the foreign birth certificate in order to register to the Office of Civil Status a child born outside Albania.
  • You must be absolutely sure that the information recorded in the birth register is correct before you sign it, so check it carefully once the registrar has written it all down. The details on the birth register can be hard to change once you have signed it.


Required InformationEdit

When you register your baby's birth, you will need to inform the registrar of:

  • your baby's date and place of birth (and the time of birth if you had twins or triplets)
  • your baby's gender
  • your baby's full name
  • your own details, including date and place of birth, occupation, and address

Information which might helpEdit

A birth can be registered by the parents or guardian of the baby.

It is the responsibility of the baby�s parents / guardians to ensure that all information recorded in the Birth Register in respect of their new baby is correct and accurate, as it is this information that will appear on the official Albanian Birth Certificate.


Other uses of the Document/CertificateEdit

The registration of a child�s birth enables that child to obtain a birth certificate.

The child who is not registered at birth is in danger of being shut out of society � denied the right to an official identity, a recognized name and a nationality.

Ideally, birth registration is part of an effective civil registration system that acknowledges the existence of the person before the law, establishes the child�s family ties and tracks the major events of an individual�s life, from live birth to marriage and death.

[Birth certificates] are distributed centrally by the General Directorate of the Civil Status (GDCS) of the Ministry of Interior who keep records of distributed certificates. The first three digits in the serial number refer to the number of the specific Civil Status Office (CSO) of the municipality/commune. There is also one generic three-digit number (if not mistaken - 372), which can be used if the CSO of the local government units [(LGUs)] run out of certificates. Theoretically it is possible to track down each certificate to the office and official who has issued it - the serial number has to correspond to the stamp of the LGU, which shall be considered as part of a complete certificate.... Certificates are issued by the CSO based on records of the Fundamental Registry books - a decentralised Albanian civil registry system. (OSCE Feb. 2006)
