Apply In-Person
- To apply for the permit to conduct bingo or raffle , you should visit the Betting Gaming and Lotteries Commission (BGLC), you can view their office address and contacts via this link: Link
- You can obtain the application form for the permit form the BGLC’s office or download it directly via this link:Link
- Complete the application form accordingly and have it signed by three signatories of the organization who are deemed to be organizes of the lottery or raffle.
- Then enter into a bond with the Accountant General for payment to him of fifteen percent of the gross receipts from the lottery, referred to as the duty payable. This bond is evidenced by the duly completed Accountant General Bond Agreement form, signed by the organizers and registered at the Stamp Office. You can obtain the bond form via this link:Link
- Go to the nearest police station and obtain a police report confirmation the raffle.
- Attach all the required supporting documents as mention in the “Required Document” section below to the application form and visit the BGLC office to submit the complete application for verification and approval by the BGLC board and pay the non-refundable application fee at the cashier
- Your application will be reviewed and the BGLC may decide to conduct an inspection regarding the application to confirm, if it meets all the required standard for holding a raffle
- Upon verifying your application, the BGLC will approve your request and prepare and issue a permit to conduct the raffle.
- After holding the raffle, pay to the Accountant General within fourteen days after the lottery has been conducted the duty payable on the lottery evidenced by a statement of account duly verified by a Chartered or Certified or Approved Accountant.

- Letter of acceptance or consent from the organization which will profit from the raffle or bingo.
- Evidence of current registration as a charitable organization or service club etc. (for the beneficiary)
- Authorization from the premise’s owner of the venue for the event granting permission for the bingo to be held there
- Permit from the local police for the staging of the bingo

- Sample of Raffle ticket
- Sample or Mock-up of all advertising material to be used, if any

- Ordinarily resident of Jamaica who wish hold a lottery in order to raise funds for any religious, charitable or educational purposes or promotion of athletic sports or games or cultural activities.

- All applications are to be submitted at least fifteen days prior to the commencement of promotional activity or sale of tickets.
- No tickets are to be sold, and no advertising is to be done prior to the granting of approval by the BGLC
