Procedure

Apply In-Person :

1. Applicant should gather all the supporting documents (listed below) and visit the Ministry of Agriculture and Rural Development department of Pesticides office.
2. Collect the application form, read carefully through it as there contain different section and fill it accurately.
3. Submit the completed form along with the supporting documents (listed below) for verification and processing
4. Pay the licence fee at the in-house bank, upon which you will be issued with a receipt.
5. The Pesticides Committee will conduct an inspection on the establishment whether the product will be manufactured or stored, if it complies with the current Good Manufacturing Practice (GMP) regulation is practice.
6. GMP status report and the laboratory analysis of the product will be presented to pesticide Registration committee for review and final decision making.
7. A copy of the report finding will be given to the applicant and if any modification or upgrading is required, Corrective Action and Preventive Action Report (CAPA) report will be issued and you will be required rectify the problem.
8. Upon successful implementation of the CAPA, a follow-up inspection may be conducted by the inspection team to ascertain the effectiveness of the implementation (where applicable).
9. The application will be further assessed and it if the authority/minister is satisfied that there is the need to register the product and all requirements for its registration have been met, it will be registered and you will be issued with the certificate within 3 months .

Required Documents

1. An approval application with precise mention of the company names and addresses of the manufacturer and / or distributor of the brand
2. The A, B, C and D sheets duly completed
3. The certificate of origin of the formulated product issued by the external supplier
4. The manufacturer's authorization letter for the benefit of the applicant, with a view to the distribution of the product in Côte D'Ivoire
5. The safety data sheets (MSDS) of the formulated product and the active substances contained in the product
6. A report of analysis of the formulated product, carried out at the expense of the applicant by a laboratory in Côte d'Ivoire, appointed by the DPVCQ. This report must be accompanied by the Analysis Bulletin
7. An experimental report on the biological effectiveness of the formulated product produced by a Research Institute in Côte d'Ivoire at the expense of the applicant
8. The summary of the uses of the product formulated in French
9. The draft label to appear on the packaging and which will constitute a complete instructions for use specifying, in addition, the dates of manufacture and possible use of the product as well as the storage conditions
10. Thirty (30) samples of the formulated product
11. Application fees fixed by the Secretariat of the Committee Pesticides
12. Valid Identification document,

• Distributors / Resellers with a distributor licence account with the Plant Protection Department.

Fees

• Application fee 250,000 FCFA

Validity

• The certificate is valid for 5 years and renewable thereafter

Processing Time

Need for the Document

• No person/entity should produce, manufacture, supply, distribute or sell to the general public any phytosanitary product that has not yet being tested, approved, registered and licenced by the Ministry of Agriculture and Rural Development department of Pesticides office.
• The aim of these is to maintain the integrity of the product for their intended purpose and avoid misleading the general public.
