Apply online

  1. To obtain Commercial Vehicle Registration online, the applicant has to visit the following Apply online
  2. In the ONe-key portal login page, the applicant can enter the user details in the fields provided and click “Sign in” button if the applicant already has an account in the portal.
  3. If not, they have to click the “Sign up now” link which is on the left side of the page to get a new ONe-key ID.
  4. Enter the details required in the sign-up page and click “Sign Up” button. Confirmation message will appear, click “Continue” button.
  5. Click the “CVOR/MVIS Online Services” link present in the list of available services. In the next page, proceed with Step 1 if the applicant is enrolling for online services for the first time.
  6. Click “Request Enrolment Number and PIN” link and provide the required details in the next page, then click “Submit” button.
  7. Once done, Enrolment Number and Personal Identification Number will be sent to the applicant’s email. Click “Click here” link to go to the ONe-key login page.
  8. Login into the portal and repeat the above mentioned steps. Enter the Enrolment number in the field provided and click “Submit” button.
  9. Enter the Personal Identification Number in the next page and click “Submit” button. Read out the information provided in the next page and click “I agree” button.
  10. Proceed by following the on screen instructions to access the CVOR application and in the application page, select one among the two types of application, as per the need.
  11. Respective online application with relevant fields will appear. Complete each section by clicking “Add” button and by following the on screen instructions.
  12. Relevant supporting documents can also be uploaded by clicking the “Add” button. The applicant can also edit or remove the details provided (before submitting the application) by clicking the “Edit” or “Remove” button as applicable.
  13. Check the “Declaration” box once completed providing all the details. Then, click “Select Payment Type” to select an applicable mode of payment and click “Proceed to Payment” button to make the payment of $255.
  14. Upon successful payment, the applicant can submit the application by clicking the “Submit” button. In between, the applicant can also save the application and complete it later by clicking the “Save and Close” button.
  15. On receipt of the application, the CVOR office will review the application and after review, the applicant will receive a letter from the Ministry of Transportation, for attending the required CVOR Drive test which costs $32 (subject to change without notice).
  16. For that, the applicant should visit the Drive Test Centre in person whose details can be found in the link below Drive Test Centre
  17. Once all the requirements have been met, the applicant will receive their Commercial Vehicle Operation Registration Certificate through mail or email.


Apply through mail/fax (multiple parties operating business as general partners)

  1. To obtain Commercial Vehicle Registration through mail/fax, the applicant has to send an application to the address of Commercial Vehicle Operation Registration office through mail/fax.
  2. First, the applicant has to download the application form by clicking the following link Application form
  3. Then, the applicant has to complete the form with required details under the respective sections and attest it with their signature.
  4. All the documents listed in the “Required Documents” section of this page, should be attached with the completed form.
  5. After that, the applicant has to choose a suitable, safe and secure mail service for sending the application and attached documents.
  6. While sending the application form and required documents to the office, the applicant has to make the fees payment through any of the available modes like Visa, Master card, cheque, bank draft, money order or certified funds (payable to the “Minister of Finance/Transportation”).
  7. So, the applicant should send the application package along with the fees/fees receipt to the following address through mail: Ministry of Transportation, Commercial Safety and Compliance Branch, 301 St. Paul Street, 3rd Floor, St. Catharines, Ontario, L2R 7R4.
  8. Applications through fax should be sent to the following fax number: 905-704-3033

  • Owner or driver of a Commercial Vehicle is eligible to apply and the applicant must be at least 18 years old.
  • The applicant can apply as a Sole Proprietor or as a corporation.

InstructionsEdit

  • Ontario-based new entrants applying for a CVOR certificate or Carriers reapplying for a CVOR certificate after it has been invalid for more than three years, are required to complete a written CVOR test prior to being issued a CVOR certificate. Once the application is processed, the ministry will notify the applicant of this requirement in writing.
  • Supporting documents must be submitted with the applications for each of the clients identified on the applications. Failure to provide supporting documents will result in the application being returned and delay the processing time.

A Commercial Vehicle Operator’s Registration (CVOR) is required by Carriers that operate Commercial Motor Vehicles (CMVs) that are plated in Ontario, the USA or Mexico and include trucks with a gross vehicle weight and/or registered gross weight over 4,500 kg. (9,921 lbs) and buses with a seating capacity of ten or more passengers (not including the driver).
