Procedure

Apply In-Person:

1. The applicant has to reach out to National Marine Fisheries Service (NMFS) for the application. Contact details are mentioned in “Office Locations & Contacts” of this page. Or here is the Contact Link
2. An application form is also available at the following Link
3. The applicant should make sure to carry all the documents that are mentioned under the “Required Documents” section of this page (Both photocopies and originals).
4. Applicant has to fill in all the necessary details in the form and attach the photocopies of the documents that are needed along with the application form before submitting.
5. The fee for this procedure has been mentioned under the “Fees” section of this page.
6. It takes at least 10 working days for the application to be processed.
7. Unless the applicant offers different instructions and send a prepaid mailer with appropriate postage or a corporate account number for expedited delivery, items will be shipped to you through first class mail.

• The contract was signed by the owners of at least 80 percent of the qualified catcher vessels.
• The cooperative contract requires that the cooperative deliver at least 90 percent of its BSAI pollock catch to its designated AFA processor.
• A copy of a letter requesting a business review letter on the fishery cooperative from the Department of Justice and any response to such request.

Eligibility

• AFA permit. The vessel must have a valid AFA catcher vessel permit with an inshore endorsement.
• LLP permit. The vessel must be named on a valid License Limitation Program (LLP) permit authorizing the vessel to engage in trawling for pollock in the Bering Sea subarea. If the vessel is more than 60 feet (18.3 m) length overall (LOA), the vessel must be named on a valid LLP permit endorsed for the Aleutian Islands (AI) to engage in trawling for pollock in the AI.
• Permit sanctions. The vessel has no permit sanctions that otherwise make it ineligible to engage in fishing for pollock in the BSAI.

Validity

Each AFA inshore catcher vessel cooperative submits an Application for AFA Inshore Catcher Vessel Cooperative Permit each year prior to the start of the fishing year to obtain an AFA Inshore Catcher Vessel Cooperative Permit and identify the vessels and processors that will be participating in the BSAI pollock fishery.

Instructions

• An application submitted and signed by a representative for a party will not be processed unless clear and unambiguous certification of the agent’s authority to do so is attached.
• Due December 1 of the year prior to the year for which the co-op permit will be in effect. Late applications will not be accepted.

Need for the Document

The AFA was created to strengthen US ownership standards that had been exploited under the Anti-reflagging Act, and to allow the Bering Sea and Aleutian Islands (BSAI) pollock fleet to manage their fishery in a more reasonable manner while protecting non-AFA participation in other fisheries.
