Apply by Mail

  1. To Obtain Permit or License for Transfer or Transport of Captive-held Marine Mammals (MMPA), the applicant has to approach the U.S. Fish and Wildlife Service Division of Migratory Bird Management. Contact details are mentioned in “Office Locations & Contacts” of this page. Or use the following given Contact Link
  2. An application form is available at the following Link
  3. The applicant has to fill-in all the details in the form.
  4. Applicant should make sure to attach all the documents that are mentioned under the “Required Documents” section of this page (Both photocopies and originals).
  5. Mail the application with the required document to appropriate office.
  6. Mailing address is mentioned in “Office Locations & Contacts” of this page.
  7. There is no fee required for this procedure.
  8. The Processing time of this procedure may take 60 to 90 days.
  9. U.S. Fish and Wildlife will issue the certificate and notice the applicant via mail or email.
  10. Please contact U.S. Fish and Wildlife Service Division for further details.

  1. Download and save the electronic form (Section E) to the device Link
  2. Fill out the form and save it (upload as an attachment as per step 13).
  3. Start Application Online.
  4. The applicant can apply through the following Link
  5. If the applicant is an existing user, they can login directly using their “Email” and “Password”.
  6. If the applicant is a new user, they have to register first by clicking on the “Create an account” option.
  7. An applicant has to provide their own email address when they create an account.
  8. While registering, applicant has to provide all necessary information in the application form and finally click on “Submit” button.
  9. Once the registration is successful, the applicant can login with their “Email” and “Password”.
  10. After logging in, the applicant has to choose the service necessary for them.
  11. The Applicant must provide all information necessary for the application procedure online.
  12. There is no fee required for this procedure.
  13. Applicant should make sure to attach all the documents that are mentioned under the “Required Documents” section of this page (Both photocopies and originals).
  14. The Processing time of this procedure may take 60 to 90 days.

  • A letter of consent from the person in possession of the dead animal or specimen at the time.
  • A copy of the original permit and/or, if not available, the most recent DMA transfer/transport confirmation letter describe the animal's ancestry and give a copy of the not accessible.
  • A letter from the facility that received it.
  • A copy of the Letter of Authorization (LOA) that authorised the animal to be kept at your current holding facility.
  • A proposed transportation strategy that confirms adherence to USDA guidelines for the transportation and care of live marine mammals.

Need for the DocumentEdit

  • This request is for the domestic transfer of live marine animals housed in captivity and managed by the U.S. Fish and Wildlife Service (sea otters, marine otter, polar bears, walrus, manatees, and dugong).
  • Using this application, dead specimens of these species may also be transported domestically for exhibition or scientific study.
