ProcedureEdit

Apply In-Person

  1. The application for Waste Management Facility License or Permit shall be made to the Department of Waste Management & Pollution Control (DWMPC) Offices, which is under the Ministry of Environment, Natural Resources Conservation, and Tourism. Ministry contact detail Link
  2. Applicants will be required to collect and complete the Waste Management Facility License Application Form, copies of these forms are available at any of the Department of Waste Management & Pollution Control Offices or directly download it using this Waste Management Facility License Application Form link
  3. The application form duly completed in all respect, and the supporting documentation as mentioned under the “Required Documents “ section of this page, should be submitted to the nearest DWMPC office.
  4. Upon receipt of the application file, the receiving officer will verify if all the necessary information and documentation has been provided and that the applications comply with the selection criteria before registering the file.
  5. Applicants will be issued with an acknowledgment letter as proof of submission of the application.
  6. The application file will then be forwarded to the director's office for assessment, processing, and consideration, which is within 10 working days.
  7. The clients will be contacted by the DWMPC to set an appointment for a site/premises inspection, on the appointed date and time, an official at the sub-district/district will conduct a plot suitability assessment and write a site suitability report.
  8. The Director shall consult the Department of Water Affairs or any other relevant Department before deciding on the merits of each application.
  9. The Director shall grant the waste management facility license/permit if he/she is satisfied that the applicant has met the required eligibility criteria and the location facility will not cause pollution of the environment or harm to the human, animal, or plant life.
  10. After the lapse of the processing period, applicants should visit the DWMPC office, where the application was filed to check the outcome.
  11. If approved; the license will be drawn up, signed, and stamped by the authorized office and made available for withdrawal by the applicant in person at the DWMPC dispatch office, where the application was lodged.
  12. The applicant will be required to produce a proof of identity document and acknowledgment letter while collecting the waste management facility Permit or license and will have to make payment as mentioned under the “Fees” section of this page, and the vehicle (s) may be subjected to inspection.
PLEASE NOTE:
  • The permit/license shall be subject to such terms and conditions as the Director deems fit to impose in each case, and such terms and conditions or requirements shall be endorsed on the registration license/permit.
  • Any person aggrieved by the refusal of the Director to register the waste disposal site may, within 28 days from the date of such refusal, appeal against the refusal to the Minister.

The fee charged is BWP 1000.00 licensing fee (charged per vehicle).

This license is valid for one year and therefore requires renewal annually.

This license/ permit is issued to businesses/entities that operate facilities such as landfill incinerator, waste-water treatment plants, waste Recovery/salvage facilities (Transfer stations, scrap metal yards, waste bailing sites, etc.), and waste recycling facilities (Scrapyard, used oil, paper, plastic, glass, etc.).
