Botswana - Obtain a Permit to Import Agricultural Chemicals

ProcedureEdit

Apply In Person:

  1. Interested citizens and businesses are required to visit the nearest District Agricultural Offices, department of crops production Office with relevant supporting documents.Department of Crop Production Headquarters and District Crop Production Offices
  2. Applicants are issued the appropriate import agricultural chemical application form, Application For A Permit For The Import Of An Agrochemical For Research Or Experimental Purposes, Or Form 9 Application for a Permit to Import Agrochemical, Or Form 2 - Application For Temporary Import Permit; for own use and not for sale, limited quantities of agrochemicals in unopened original containers directly from a country in which such agrochemicals are registered, is issued to individual farmers and not retailers.
  3. Upon obtaining the appropriate application form, the applicant should legibly complete the form, attach all relevant supporting documentation as listed under the “Required Documents” section of this page and submit the complete application file in triplets to the Division of Plant Protection Office in Sebele or the nearest  District Crop Production Office (DCPO).
  4. Applications that are submitted to the District Crop Production Offices will be forwarded to the Division of Plant Protection Offices in Sebele, which process all application relating to the issue/renewal of Agrochemical Licences.
  5. Upon receipt of the application, the agrochemical registrar will check for discrepancies or ineligibility in the application documents. If a discrepancy that cannot be immediately corrected exists in any of the documents, the application and all the submitted documents will be returned to the applicant and should not be re-submitted until the discrepancy has been rectified.
  6. In the case of an application for an import permit for distribution and sale, the Registrar for purposes of ascertaining whether the premise/warehouse to be used is suitable for the purpose and shall operate in accordance with standards as per the Agrochemical Regulation Act may request additional information relevant to the application and arrange for a premise inspection.
  7. In such a case, the information must be submitted within the stipulated time from the date of notification. Where the applicant fails to submit the required information, the Registrar shall reject the application.
  8. The Registrar shall schedule a premise inspection visit with the applicant to determine if the information provided is accurate.
  9. During the Inspection visit, any discrepancies will be brought to the attention of the applicant and corrective action must be taken before a license/permit is issued.
  10. Upon successful implementation of any discrepancies noted during the inspection visit, a follow-up inspection may be conducted by the inspection team to ascertain the effectiveness of the implementation (where applicable).
  11. The application is assessed by the Registrar of Agrochemicals at Plant Protection Division before permission is granted, to ensure products are not banned in Botswana. If they are banned, the applicant is advised accordingly.
  12. if approved the applicant is advised to make payment of the prescribed license fees either by cash deposit at the District Crop Production Office or electronically and proof of payment shared with the department.
  13. Where the Registrar is not satisfied that the application meets the requirements for the application, he shall reject the application and notify the applicant thereof in writing, stating the reasons for the rejection.


Appeal to the Minister:

  • Any person aggrieved by the-
  • Refusal to grant a permit to import an agricultural chemical/ agrochemical; or variation of a condition of a permit or cancellation of a permit, may, within thirty days of the decision of the Registrar, appeal to the Minister in the manner prescribed or to the court on a matter of law.

EligibilityEdit

Applicants must satisfy the following list of requirements to qualify for this service:

  • ​Must be aged 18 years and above.
  • Applicant must have an Agrochemical Course Certificate.
  • Must have a Valid Trading License.



FeesEdit

  • BWP200.00 per license for issuance of License to sell, import, distribute, manufacture, or commercially use an agrochemical.



ValidityEdit

  • The License shall be valid for five (5) years unless suspended, cancelled, or revoked by the Authority.
