ProcedureEdit

Apply In-Person

  1. The application for Recycling Services Permit or License shall be made to the Department of Waste Management & Pollution Control Offices, which is under the Ministry of Environment, Natural Resources Conservation and Tourism. Ministry contact details

Applicants are required to collect and complete the Waste Management Facility License Application Form, available at the inquiries desk at any of the Department of Waste Management & Pollution Control offices across the country or directly download it using this link: Waste Management Facility License application form
  3. The applicant will be required to submit the certified copies of the supporting documents as mentioned under the “Required Documents” section of this page; in addition to the duly completed application form in all respect to the Department of Waste Management & Pollution Control offices within the business premises jurisdiction. Any omission of these documents will render the registration process incomplete.
  4. Upon receipt of the application file, the department receptionist/secretary at the front desk will verify if all the necessary information and documentation has been provided and that the applications comply with the selection criteria before registering the application file for assessment and consideration by the director’s office, which is within 10 working days.
  5. Applicants will be issued with an acknowledgment slip/reference number as proof of submission of the application.
  6. The applications shall be assessed based on the information and documents that have been provided, the director’s office shall also consult the Department of Water Affairs or any other relevant Department before deciding on the merits of each application.
  7. The permit shall only be approved if the director is satisfied that the applicant has met the required eligibility criteria and the waste management facility will not cause pollution of the environment or harm to human, animal, or plant life.
  8. Notice of the decision (Approval, Deferral, or Rejection) for the Licence will be communicated to the client by mail/phone.
  9. Upon being notified of the approval by the director, the registrar will draw up the license as directed by the director and present it to the director to be certified (signed/stamp) and made available to be issued to the client.
  10. The applicant will be required to produce a proof of identity document and the approval letter/acknowledgment slip and pay the prescribed license fee as mentioned under the “Fees” section of this page while collecting the License, at the specific office where the application was lodged.
  11. The permit/license shall be subject to such terms and conditions as the director deems fit to impose in each case, and such terms and conditions or requirements shall be endorsed on the permit/License.


Appeals to the Minister:
Any person who is aggrieved by the refusal of the director to grant a permit, or by any terms imposed by the director to grant a permit, may appeal in writing against the refusal or the terms and conditions to the Minister within 28 working days.

Businesses/entities that operate facilities such as landfill incinerator, waste-water treatment plants, waste Recovery/salvage facilities (Transfer stations, scrap metal yards, waste bailing sites, etc.), and waste recycling facilities (Scrapyard, used oil, paper, plastic, glass, etc.)

FeesEdit

BWP 1000.00 licensing fee (charged per vehicle).

ValidityEdit

The license is valid for one year from the date of issue and is subjected to renewal upon expiring.

CONDITIONS FOR MANAGING A WASTE MANAGEMENT FACILITY
A waste management facility license may include such conditions as the Director sees fit to specify therein or as may be prescribed and without prejudice to the generality of the foregoing, any such conditions may relate to;

  • The supervision of activities to which the waste management facility license relates;
  • The precautions to be taken and work to be carried out in connection with the land or plant before the activities authorized by the waste management facility license are begun or after such activities have ceased; or
  • Where waste other than controlled waste is to be kept, treated, or disposed of, to the keeping, treatment, or disposal of that other waste.
  • The licensee to carry out such other works notwithstanding that he is not required to carry out such works under any law; or
  • The licensee to meet the terms of a lease of land to be used for the waste management facility, if any, or such other lawful stipulations attached to the use of the land necessary to enable him to comply with any requirements imposed on him by the waste management facility license.
