ProcedureEdit

Apply In-Person

  1. The ministry of Labour and home affair, Department of Labour and Social Security Office is responsible for issuing the recruiter license {see address and contact details below}.
  2. Collect and submit the completed Recruiter’s permit application form along with the supporting documents (mentioned under required document section below) to the attending official at the nearest District/Regional Labour Office.
  3. The official will then verify that all the necessary information and documents have been provided and that the applications comply with the selection criteria, the applicants will then be issued with an acknowledgment receipt.
  4. The application file will then be forwarded to the Labour Commissioner for assessment, processing and consideration, which is within 7 working days.
  5. Applicants will be notified of the outcome of their application by way of mail, SMS, or phone call.
  6. If the recruiter permit is approved, the permit will be made available for withdrawal by the applicant at the District/Regional Labour Office, where the application was filed, upon payment of applicable permit fees and against the applicant identification document and acknowledgment slip.
  7. A recruitment permit shall be issued at the discretion of the Commissioner and shall be subject to such conditions as the Commissioner may think fit to specify therein or special directions as may be given by the Minister of labour
  8. Any applicant for a recruiter's permit, who is aggrieved by any decision of the Commissioner to refuse to issue the licence or to specify any condition therein may appeal against that decision to the Minister in writing and shall be delivered to the Minister not later than 30 days immediately after the day, on which the decision complained of was communicated to the applicant.

APEAL TO THE MINISTRY OF LABOUR

  • Any applicant for a recruiter's permit, who is aggrieved by any decision of the Commissioner to refuse to issue the licence or to specify any condition therein may appeal against that decision to the Minister in writing and shall be delivered to the Minister not later than 30 days immediately after the day, on which the decision complained of was communicated to the applicant.
  • The Minister shall consider every appeal made to him/her and shall;
    • in the case of an appeal against a decision to refuse to issue a permit, either dismiss the appeal or allow the appeal, in which last case the Commissioner shall forthwith issue a recruitment permit to the applicant; or
    • in the case of an appeal against a decision to specify any condition in the permit, either dismiss the appeal or allow the appeal, either wholly or in part, and rescind the decision or vary its terms accordingly, in which last case the condition as so varied shall be deemed, for the purposes of this section, to have been specified in the permit by the Commissioner.
