ProcedureEdit

Apply Online:

  1. To File for Animal welfare complaint, the applicant has to make the complaint online via the following link
  2. The applicant has to enter a detailed description of their concern.
  3. The types of information that would be helpful to USDA include:
    • The date of the incident
    • The type(s) of animal(s) present
    • The behaviour of the animal(s)
    • The condition of the animal(s)
    • The condition of the facility
    • The actions of the person with the animals
    • The location of the incident
  4. Next, the applicant has to enter the name of the license number of the registrant.
  5. Check the check box if the USDA can contact the applicant for additional information or not.
  6. Review the application and click “Submit Complaint”.
  7. The fee to file a complaint is free of cost.
  8. The concerned authority will take action regarding the complaint within 15 days.


Note: the applicant can choose to remain anonymous; however, providing the applicant’s contact information will provide APHIS Animal Care staff a way to contact the applicant if the officer needs additional information. Animal Welfare records are located in a Privacy Act System of Records which requires APHIS to provide the licensee access to his or her records. Please be aware that if the applicant chooses to provide their contact information, the licensee will have access to the applicant’s complaint and identity if a Privacy Act request is submitted by the licensee.

Need for the DocumentEdit

  • Animal welfare refers to the state of the animal, the treatment that an animal receives is covered by other terms such as animal care, animal husbandry, and humane treatment. Protecting an animal's welfare means providing for its physical and mental needs.
  • If any person witnesses an injured or ill-treated condition of an animal and is concerned about its condition can report it to the respective Animal welfare department for the treatment of that animal.
